" in 2019 , but only 52,000 domestic abusers were the subject of a criminal response that same year, and among them 33,000 legal proceedings. As for the number of convictions, it is not known for 2019 but only reached 18,600 in 2018: "
The vast majority of domestic violence goes unpunished
", concludes the HCE.
The consultative body shared these observations on the occasion of the launch of a "
table of indicators on public policy against domestic violence
", which it plans to publish from now on each year.
For the time being, this indicator therefore does not allow us to draw development trends, but the first data collected makes it launch “
two alerts
”: in addition to the one concerning the “
impunity
” of violent spouses, the advisory body considers that "The

In 2019, only one in ten women was able to "
actually have access to accommodation and even more, without guarantee that it is a specialized structure, exclusively accommodating women victims of violence
", notes the HCE.

An inspection mission carried out after the tragedy of Mérignac, and the conclusions of which were made public on Wednesday, pointed to a series of failures in the monitoring of the violent partner who repeatedly offends and the protection of the victim, which led the government to announce new measures, including the creation of a file of perpetrators of domestic violence. In 2020, the Ministry of the Interior counted 90 femicides per companion or ex, against 146 the previous year.
