Cai Nuozheng, a researcher at the Local Research Institute, said that the government’s research ignores "invisible brownfields", which refers to some land that appears to be green, but is essentially idle brownfields, which can be converted into brownfield operations when necessary. He believes that other areas are being developed. Priority should be given to the development of these "invisible brownfields" before greening the land.

He also pointed out that the government should review the brownfields in Hong Kong before it is qualified to discuss other land options.
