The spokesperson of the Office of the Ministry of Foreign Affairs in Hong Kong issued a statement early this morning, expressing strong dissatisfaction and firm opposition to the "Hong Kong Semi-annual Report" issued by the United Kingdom yesterday (10th), and urged the British to see the historical trend, abandon the old dream of colonization, change course immediately, and stop intervention Hong Kong affairs, interference in China's internal affairs.

The Hong Kong government subsequently issued a statement strongly opposed to the false comments made by the United Kingdom on Hong Kong in the "Hong Kong Semi-Annual Report" published yesterday (10th).

The British Foreign Office submitted the latest "Hong Kong Semi-Annual Report" to Parliament on June 11. Foreign Secretary Dominic Raab stated that any solution to the social unrest in Hong Kong must come from Hong Kong, not China. He asked Beijing to reconsider. "Hong Kong version of the National Security Law."

The Office of the Ministry of Foreign Affairs in Hong Kong urges the British to stop interfering in Hong Kong affairs

A spokesperson for the Office of the Ministry of Foreign Affairs in Hong Kong said that last year the central government enacted and implemented the Hong Kong National Security Law, which restored order and stability to Hong Kong society, and regained peace and freedom for the citizens.

Since the beginning of this year, the central government has promoted the improvement of the SAR election system. The SAR has successfully completed local supporting legislation, effectively plugging loopholes in the Hong Kong legal system, maintaining political stability and regime security in the SAR, and opening a new chapter of good governance and good governance in Hong Kong.

With the joint support of millions of Hong Kong citizens, public opinion is unstoppable.

The spokesman pointed out that the British side blatantly interfered in Hong Kong affairs under the guise of human rights, democracy, and the rule of law, but they played deaf and dumb at the "black history" of governing Hong Kong.

Rather, during the British rule over Hong Kong for more than 150 years, which governor of Hong Kong was elected by Hong Kong people?

How did Hong Kong people enjoy real rights and freedom?

When the British government ratified the "International Covenant on Civil and Political Rights" in 1976, it clearly stated through reservations that the provisions of the regular elections in the convention do not apply to Hong Kong. Now it is hypocritically concerned about Hong Kong's democratic politics!

The British defended the rule of law all the time, but ignored the rule of law that "where there is a law must be followed, and violations must be investigated", it is absurd to excuse the anti-China and Hong Kong rioters who violate the law, and to pressure and interfere in judicial cases in the Special Administrative Region!

The spokesperson also pointed out that after the return of Hong Kong, the legal basis for the Chinese government to govern the Hong Kong Special Administrative Region is the Chinese Constitution and Hong Kong Basic Law, not the "Sino-British Joint Declaration."

The British side has no sovereignty, no governance rights, and no supervision rights over Hong Kong after the return to China. The use of the "Sino-British Joint Declaration" to talk about so-called responsibilities to Hong Kong is purely a mess of distorting history and legal principles.

The spokesman emphasized that Hong Kong affairs are purely China's internal affairs.

With the implementation of Hong Kong’s national security law and laws to improve the electoral system, as the country’s "14th Five-Year Plan" and the accelerated implementation of the Guangdong-Hong Kong-Macao Greater Bay Area strategy, Hong Kong will surely start a new situation of transition from chaos to governance, from governance to prosperity.

The SAR government strongly opposes the comments of the British "Hong Kong Semi-Annual Report"

In response to the so-called "half-year report on the Hong Kong issue" issued by the British government, a spokesman for the Hong Kong government said: "The report discredited the "Hong Kong Special Administrative Region of the People's Republic of China Law on the Maintenance of National Security" ("Hong Kong National Security Law"). Double standards are adopted. Anyone who is objective will see that since the implementation of the Hong Kong National Security Law, the stability that is extremely important for commercial activities has been restored in Hong Kong society, national security is guaranteed in the Hong Kong Special Administrative Region, and citizens can continue to enjoy their basic rights and interests in accordance with the law. Freedom.” It also means that the Central People’s Government has repeatedly stated that it will unswervingly implement the "One Country, Two Systems" policy and has repeatedly urged foreign parties to stop interfering in Hong Kong affairs.

According to the basic principles of international law and non-interference, foreign governments should not attempt to interfere in the affairs of the Hong Kong Special Administrative Region.

The spokesperson pointed out that the "Hong Kong National Security Law" safeguards the rights and freedoms of Hong Kong citizens and the high degree of autonomy enjoyed by the Hong Kong Special Administrative Region.

"The Hong Kong National Security Law clearly specifies four categories of crimes that endanger national security. The definition of crimes against national security is rigorous. People who observe the law will not fall into the law net by mistake." "We reiterate that law enforcement agencies are based on evidence, strictly in accordance with the law, and according to relevant persons or units. It is not related to political stance, background or occupation to take its enforcement actions. It is against the rule of law if it means that people or units in certain sectors or professions can override the law."

The spokesperson also reiterated that all prosecution decisions are made on the basis of evidence, applicable laws and the "Prosecution Code."

The "Prosecution Code" clearly states that prosecutors should not be affected by any factors involving politics, media or personal interests.

The judicial independence of the Hong Kong Special Administrative Region is stipulated by the Basic Law and is also protected by the Basic Law.

As stipulated in Articles 2, 19 and 85 of the Basic Law, the Hong Kong Special Administrative Region enjoys judicial power and the power of final adjudication, and the courts conduct trials independently without any interference.

At the end of the 2020 Legislative Council general election, the Returning Officer made a decision to invalidate the nomination of 12 nominees.

In his rationale, the Returning Officer clearly stated that when deciding whether the nominated person’s nomination is valid, the core issue is whether he/she complies with section 40(1)(b)(i) of the Legislative Council Ordinance (Chapter 542) The requirement of the declaration is to uphold the Basic Law and guarantee allegiance to the Hong Kong Special Administrative Region of the People’s Republic of China.

The Returning Officer’s decision aims to enable the election to be conducted in an open, fair, and honest manner in compliance with the Basic Law and other applicable laws. It has nothing to do with political censorship, restrictions on freedom of speech, or deprivation of the right to stand for elections alleged by some members of the public.

The SAR government fully supports the Returning Officer to exercise statutory functions in accordance with the law.

Regarding the postponement of the general election of the Legislative Council, the Hong Kong Special Administrative Region Government has repeatedly emphasized that the postponement is entirely based on public health considerations.

Finally, the spokesperson of the Hong Kong government emphasized that it is timely and necessary to improve the SAR election system. The anti-China chaos in Hong Kong creates chaos in the Legislative Council, paralyzes the operation of the SAR government, and even colludes with external forces to harm Hong Kong’s security and interests. No country or government will oppose it. Turn a blind eye to the above hazards.

The government will continue to work hard to ensure that the elections are held under the principles of fairness, impartiality and openness.
