A few weeks ago, in the middle of the street, Mounir B. pointed at his wife with a hunting weapon, fired four shots in her legs then sprayed her with gasoline before burning her alive.

This woman, burned alive by her own husband, was the mother of three children.

This atrocious drama, the motivations of which remain unclear, nevertheless raised questions.

A report from the General Inspectorate of Administration and the General Inspectorate of Justice summarized the unfolding of the events and failures.

This report confirms that the penal chain is taking water at all levels.

But who will this observation surprise?

Who is really surprised to learn that the murderer had been sentenced to prison less than a year before taking action?

Who is surprised to learn that he was released from prison ahead of schedule?

Who is still surprised to learn that Chahinez B. had filed a complaint two months earlier for violence against her husband?

The unfolding of the facts, if it highlights many dysfunctions of the penal chain, both at the level of the police and the Justice, must be put in the context of the general bankruptcy of the penal chain.

By its incompetence and its disorganization, the institution has on its conscience the savage murder of a mother of a family.

The French criminal chain is indeed failing at all levels and this situation is not new.

This alcoholic man was first sentenced in June 2020, without psychiatric expertise, to only 9 months in prison for having beaten his wife.

While he is prohibited from coming into contact with her, he calls her and harasses her every day from prison.

Justice still decides to give him a gift and he is released before the end of his sentence.

Still forbidden to come into contact with her, he once again violates this obligation which obviously is not so obligatory, and even goes so far as to beat her a few weeks after her release from prison.

It is not finished.

His wife files a complaint and he is wanted by the police who cannot find him at the address indicated in the context of the judicial control.

But, luckily, Mounir B. himself goes to the police station on his own initiative to make a scene and complain about not seeing his children enough.

He may state his identity, but the police do not make the connection with the file of wanted persons and he comes out without the slightest concern.

The circus continues.

In the following weeks, he was received by the department's probationary services, which also made no connection with the search notice.

He even confesses to them that he sees his wife when he is not allowed to.

Ditto, no need to worry, in France, the law is for everyone except thugs.

Moreover, the police officer Eric Marrocq, zonal secretary of Alliance, poses the ultimate observation: "

Not succeeding in arresting a person two months after filing a complaint, it is sad banality, for the thugs who seek to withdraw from our services

”.

This last observation tragically sums up to what extent it is the functioning of the French state that is in question: Police, Justice, prison administration. If it is not to collect taxes, the State makes laws but no longer has the means or even sometimes the will to apply them ...

Yes, by its incompetence and its disorganization, the institution has on its conscience the savage murder of a mother of a family.

We must protect women whose husbands betray the oath of their marriage and protection between spouses.

And for that, the report of the General Inspections carries good news: 3,000 “serious-danger telephones” will be transmitted to women whose spouses are violent, the anti-reconciliation bracelets used in Spain for more than 10 years will finally arrive in France, finally, a file of perpetrators of domestic violence will be set up.

For Chahinez and her three orphan children, it will be too little, too late, the public police and justice services having been overwhelmed by violence that is decidedly too strong.
