According to the police, since the beginning of the year, Sau Mau Ping Police District has received 14 site thefts. Three of them occurred between April and May. The culprits used the same method to sneak into a site in the Kai Tak New Development Area, pretending to be construction workers. A total of about 180,000 yuan worth of construction materials were stolen.

After investigation, the police identified the target person and sent personnel to ambush. Yesterday (10th), two male culprits were intercepted on the construction site, and an electric light assembly worth about 12,000 yuan was found on their backpacks.

Inspector Pan Chongli, the first team of the Sau Mau Ping Police District Crime Squad, said that from April to May this year, three thefts with the same technique occurred on a site in the Kai Tak New Development Area.

The suspect disguised as a construction worker. During lunch hours, that is, when the site was less crowded, he looked for the junction of the site hoarding from outside and cut it, and then sneaked into the site to steal the light components, such as circuit breakers, bulbs and sockets, etc. The total value is about 180,000 yuan.

After an in-depth investigation, the police identified two suspects and took arrests.

For several days, the detectives lay in ambush on the construction site. By noon yesterday (10th), the two suspects were intercepted by the detectives when they left the construction site. They also found 116 circuit breakers and 30 light bulbs in their backpacks. About 12,000 yuan.

Under police caution, one of the arrested persons admitted to the theft, while the other person stated that he was charged 400 yuan to assist in the removal of the stolen goods.

The two suspects are 64-year-old Liu and a 72-year-old man named Lao. They were arrested on suspicion of "site theft" and are now being detained for investigation. The case is handed over to Sau Mauping Police District Crime Squad 1 Team for follow-up investigation.

Sau Mau Ping Police District Intelligence Unit Inspector Chen Qingmei reminded that construction companies need to pay more attention to the security measures on the construction site, especially during periods of low traffic, such as lunch and late at night, whether strangers enter the site area.

Chen continued that the company should also strengthen security measures to prevent outsiders from entering the site through the cracks in the site fence; the components placed on the site should also be locked to avoid being targeted by criminals.

In addition, construction companies and building material retailers should avoid buying electrical components of unknown origin, so as not to assist criminals in handling stolen goods and be held criminally responsible.

According to the Theft Ordinance, Chapter 210 of the Laws of Hong Kong, anyone who dishonestly embezzles property belonging to another person with the intent to permanently deprive that other person of his property can be sentenced to a maximum of 10 years’ imprisonment upon conviction.
