The Unterföhring music school informed the community on May 18th that its liquid funds had been used up and that the accounts would be overdrawn from May onwards. The local council decided at 17: 7 to save the music school from bankruptcy. The municipality provides the music school association with a loan of a maximum of 168,000 euros. Its chairman is third mayor Johannes Mecke (Greens), who was not allowed to vote on the issue because he is personally affected. The municipality is ready to convert the loan, which carries two percent interest, into a grant if it is clear whether this is legally permissible.
The rescue was quickly on the agenda on Thursday.
Actually, it shouldn't be decided in public.
When asked by the municipality, however, the district office stated that the point should be dealt with publicly.
Employee social security contributions not paid
The music school had a hard time during the pandemic and had to cancel many events.
There was no early musical education in kindergartens.
From April to September 2020, fees of 36,000 euros were missing.
The failures continue.
But there was also fault of its own: the music school, which currently has 20 part-time employees, did not pay any social security contributions, as a company audit showed.
For 2016 to 2019 she has to pay 31,000 euros.
She should now work up the reasons for the imbalance with an expert named by the municipality.
SPD calls for legal review
The majority of the SPD has a stomach ache with it.
The proposed resolution was knitted with a hot needle.
SPD spokesman Philipp Schwarz demanded in an urgency request that the municipal auditing association and the district office should first assess whether club deficits should be filled with tax money.
It would be too much for a voluntary council to judge whether those responsible for the association or their insurances would have to pay the amounts they were responsible for themselves.
After all, the community would otherwise have to step in for other associations.
Manuel Prieler (PWU) feared that an exam would take too long.
“We don't want to let the music school go under,” said Mayor Andreas Kemmelmeyer (PWU), “but we don't give it a flat rate either.
We want to have the situation checked. "
The association must provide a concept of how it should continue
The music school's tax advisor must report the account balance for every month in 2021, if it is in the red, money can be called up from the loan.
The association should present a future concept by the end of October.
“The music school has to convince us.
It won't go on like this, ”said Kemmelmeyer, and it should also be considered whether the association should join the regional association of music schools.
The music school wants to increase the fees from September and has already applied for permanent funding from the community.
Build up a string class
The music school currently employs 20 part-time employees and three teachers on a fee basis.
From autumn there will be 24 part-time employees, because in the new school year they want to set up a string class at the elementary school, then three teachers will be added part-time for the subjects of cello, viola and double bass.
That should also increase the income.
So far, the Ismaning Music School has already taught a wind class here.
Well housed
The music school has so far been well equipped and housed by the community. It was only in September 2019 that she and the VHS moved into the new building at the S-Bahn station; previously, she had rooms in the community center for ten years. When water damage in 2019 made the red brick building partially unusable shortly after moving to the center of the village, music lessons could continue in the former after-school care center on Schulstrasse.
