Wang Zhenmin's written speech was entitled "The Extreme Importance of Adhering to the Leadership of the Communist Party of China from the Perspective of the Central Government's Handling of Hong Kong and Macao Issues."

He stated that "One Country, Two Systems" was first of all the basic principles and policies put forward by the Communist Party of China to solve the historical issues of Taiwan, Hong Kong, and Macau and realize the peaceful reunification of the country, and it was first applied to resolve the Hong Kong issue.
