How does the civil engineering department in the district office have to be realigned for this?

The planning committee of the district gave an initial rough direction: The district roads must be maintained, a stronger focus is to be placed in the future on the expansion and maintenance of the cycle paths.

And for that you need more staff.

The fact that there are “discrepancies” between the tasks assigned and the staffing levels in civil engineering was discussed in the district committee in February.

Head of the department, Andreas Kämper, was commissioned to work out various approaches as to whether - and if so, how - the subject area could be reorganized.

Planning committee receives four alternatives

He had therefore presented four alternatives to the planning committee on Thursday, each with different consequences: Option 1, namely “maintaining the status quo”, was not an option for any of the district councils.

The alternative of reducing the maintenance of the district roads in order to have more capacity for cycle paths was not an option either.

According to the unanimous opinion, one should “not let the streets fall into disrepair”, as District Administrator Helmut Petz had put it.

Variant 4, which would have strengthened the expansion and maintenance of the roads and also a stronger focus on the cycle paths, did not meet with the unreserved approval of the district councils.

After investing so much in the district roads in the past few years, one must now “impose restraint on building new ones,” says Peter Warlimont (SPD).

That left alternative 3, which was unanimously accepted as a declaration of will: the expansion and maintenance of the district roads will be carried out at the level of the past five years with a budget of around 15 million euros per year, but efforts to create new cycle paths will be intensified.

For this purpose, two new positions would have to be created in the civil engineering department - one for planning, one for administration.

Many bike paths are being expanded

There is enough to do, as a report by Kämper on the cycle path concept in the district showed: A whole series of cycle path extensions are currently being worked on.

According to Kämper, it would now be necessary to prioritize the measures.

Michael Stanglmaier (Greens) said that priority should be given to measures where the traffic load is highest and where the chance that people will switch to bicycles is greatest.

The district councils also knew that cycle path construction often fails because of the purchase of land.

The nicest prioritization doesn't help.

Nevertheless: The administration was commissioned to propose projects including prioritization and to name the costs.

And then the planning committee should vote on the individual concrete measures.
