How I found a seller and a smuggler to buy a Russian puppy

The inhabitants of Ile-de-France are importing more and more pets. And in fact, on social networks, a few clicks are enough to find

Ness had a very precise idea of the ideal companion: "I wanted a Pomeranian-type dwarf Spitz, small and practical when you live in an apartment, a little bear cub with all the documents well formalized, which was not always the case", explains the 33-year-old Parisian. Very quickly, she gave up the puppy listed in the Book of French Origins (LOF): “4,000 to 5,000 €. At this price, I buy a car! "" There was always a concern in France: the origin and age of the puppies questionable, the impossibility of seeing the parents, no pedigree, sometimes no vaccine, delusional prices ... "lists the young salesperson, who then turns to the Internet. “This is the court of miracles! "And there are many, the Ile-de-France residents, and in particular the Parisians, to import dogs, as a publication of the I-CAD recently indicated, which manages the pet identification file.

Cautious, Ness learns as much as possible about the regulations, requires video calls to see the breeding live and ends up being convinced by an intermediary she met on an advertising site.

"She looked serious, answered all my questions, I inquired about the forums where she has a good reputation," explains Ness.

We signed a reservation contract and she took care of everything.

»Until the arrival of the puppy a month later, paid 2000 €.

"He is in good health and it is the one I saw on video", rejoices the young woman, ensuring that everything is square.

A breeder ?

No, a reseller

If it's so easy, we try: on Instagram, I find several pages of Spitz breeders, including one who says he lives in Paris. First exchange: the breeding is finally "near Paris". Prices start at “2400 € and more for the rarest colors”. Since I have "no preference for color", I am sent two photos of a white male that I "can not wait to see". Finally, the interlocutor “works with a breeder who lives in Dieppe”. On his site, the puppies "are part of the family" and the health of the breeders is "tested by a certified veterinarian". OKAY. If I make the trip, will I be able to see the breeding and the parents? At the foot of the wall, I was told that "those come from Russia, the parents are not there". It is therefore not a question of a breeder but of a reseller.

Another attempt on Facebook, where I start by subscribing to different groups of Spitz enthusiasts and other Pomeranian Loulou.

I scan the messages and their comments to which it is often answered "message in PM", understand "private message".

I add mine: "What are the tips to know to find a good accessible breeding?

".

Impossible to see the breeding

Very quickly, a notification announces a private message. In a French obviously translated by computer, Helena, from Saint-Pétersbourg (Russia) inquires about my criteria. And hastens to propose, too, a small white male at 2400 €, "vaccine, papers and delivery included". What if I come to pick it up during a week's vacation? "It will only be 1700 €". In spite of asking several times for pictures of the parents and, above all, if I will be able to see the breeding, Helena kicks in, seeming not to understand the questions about what she calls her "nursery".

Via the same page, I also meet Natalia, settled in France, who takes 650 € to bring back a puppy.

Well below the specialized transport companies that charge the same trip at 1400 €.

"The real price of a transport in the rules", specifies a specialist.

Our advices

If you buy a puppy presented as born in France,

the chip number must start with 250. If it is presented as registered in the LOF, check on the website of the Société centrale canine that the litter number or LOF as well as the indicated chip number match.

If you really want to bring a dog from abroad:

Puppies coming from the European Union must be over 3 months and 21 days old, be identified by microchip and have an up-to-date rabies vaccine.

Puppies from third countries must also have a health certificate issued by the country of origin.

Puppies coming from countries at risk of rabies should undergo a serum titration one month later, to ensure that the rabies vaccine is active.

This test must be done three months before import.

The puppy cannot therefore enter France before its 7 months.

Some countries classified at risk of rabies by the Ministry of Agriculture and Food are however exempt from this obligation, such as Russia.
