Artist "Alat" Chen Baixiang, and his wife Huang Xingxiu's Kowloon Tong Yubao Court flats were found to have been illegally constructed. The Buildings Department has issued multiple clearance orders since 2008.
However, the unauthorized construction has not been demolished for many years, and the scaffolding was finally erected this month.
In response to enquiries, the Buildings Department stated that the progress of the demolition was not satisfactory. In May, it issued a warning letter requesting that the demolition work be carried out as soon as possible.

Disregarding the Buildings Department's removal order for 13 years
Chi Yi Co., Ltd., under the names of Chen Baixiang and Huang Xingxiu, purchased the units in Unit A and Unit B on the 1st floor of Yubao Court, Kowloon Tong in 1989 and 1996, respectively, for a total of over 15 million yuan. Covered ground and ventilated garden on three sides.
The ground garden of the unit involved a number of unauthorized constructions. The open garden was enclosed and the glass house was expanded, which was like an indoor space. An unauthorized staircase was built in the garden to reach the first floor, connected to the unit on the same floor, and turned into a "duplex unit" by itself. The indoor saleable area has doubled from about 2,000 square feet to about 4,000 square feet.
Since 2008, the Buildings Department has issued multiple removal orders to Alat’s flats. Checking the latest records, there are still two orders that have not been complied with, involving seven unauthorized constructions that have not been restored, including multiple glass-topped structures in the ground garden. Units on the first floor have also built wooden panels on the exterior walls, with extensions, and demolished the low walls of the terrace and replaced them with low glass walls.

Buildings Department: Request for demolition as soon as possible
In response to the "Hong Kong 01" enquiry, the Buildings Department stated that the authorized persons appointed by the owners of Room A and Room B on the 2nd Floor and Room A on the 3rd Floor of Yubao Court had submitted to the Buildings Department the removal of the illegal structures and the restoration of the affected parts of the relevant units. The building plans and amendments to the building plans have been approved by the Department.
As for Room A and Room B on the 1st floor, which are Chen Baixiang’s residence, the owner has also appointed another authorized person to prepare for the removal of illegal structures on the external walls of his unit. The Buildings Department pointed out that in view of the fact that Room A on the 3rd floor and Room A on the 2nd floor The progress of the demolition works for Room B and Room A and Room B on the 1st floor was not satisfactory. In May, the department issued a warning letter to the owners of these units, requesting them to start the required demolition works as soon as possible.
