The Civil Service Bureau announced today (15th) that the Chief Executive-in-Council decided to freeze the salaries of senior, middle and lower salary grades and directorate civil servants in 2021-22, with the effective date retroactive to April 1, 2021.

The Bureau stated that when making this decision, the Chief Executive in Council has fully considered the staff’s response to the pay adjustment plan and other relevant factors under the established annual civil service pay adjustment mechanism: including the net pay trend indicator; Hong Kong’s economic situation ; Changes in the cost of living; the financial situation of the government; and the morale of civil servants.

A spokesperson for the Civil Service Bureau said that the government has notified the staff representatives of the four central councils and representatives of the four major inter-departmental civil service unions of the decision, and will make a decision to the Legislative Council's Civil Service and Subsidized Staff Committee on June 21 report.

According to this year's total salary trend indicators, the low-level salary level is 0.48%, the middle-level salary level and the high-level salary level are 0.49% and -1.00%, respectively.

After deducting salary increments, the net index of salary trends for senior civil servants is -2.04%, intermediate civil servants are -0.54%, and junior civil servants are -0.68%.

Civil servants freeze their salaries for the second consecutive year

Last year’s pay trend survey report recommended higher, middle and lower-level civil servants’ pay increases. However, the government finally used the economy and government finances as reasons and did not follow the mechanism to increase pay and only freeze the pay.

This year the government decided to freeze the salaries of civil servants for one year. In other words, it will freeze the salaries of civil servants for the second consecutive year.

Nie Dequan: Freezing salary is the most appropriate decision

The Secretary for the Civil Service, Nie Dequan, sent a letter to all civil servants today (15th), stating that the Chief Executive in Council will maintain this year's high, medium, and low salaries, as well as freeze salary for directorate civil servants, which is the most appropriate decision.

Nie Dequan said that the new crown virus epidemic has had a great impact on various industries in Hong Kong, but the Hong Kong economy has shown signs of recovery. If the local epidemic continues to be controlled, the labor market situation will improve, but the uncertainty related to the epidemic still exists.

After carefully considering the economic and financial situation of Hong Kong, taking into account the actual situation of the Hong Kong economy, and balancing the staff’s requirements for salary adjustments and civil servant morale, it is the most appropriate decision to maintain this year’s salary freeze, and to implement the objective of the salary adjustment mechanism. It also takes into account the actual situation of Hong Kong’s economy.

Nie Dequan mentioned that there are comments in the community that the decision to freeze salary when the net salary trend index is negative is not to act according to the mechanism and to give preferential treatment to civil servants. He even pointed out that the salary should be reduced to tide over the difficulties with the public.

Nie Dequan emphasized that the net salary trend indicator is one of the six consideration factors, not the only factor.

He pointed out that the situation in the past two years has been very difficult. It is the most appropriate decision to maintain the salary freeze this year. He emphasized that civil servants, as a member of society, should share the economic gains when economic conditions are good, and they should also ride through the difficulties with the public when the economy is in recession.
