The Chief Executive-in-Council decided today (June 13) to freeze the salaries of high-level, middle-level and low-level salary levels and directorate civil servants in 2021-22, with the effective date retroactive to April 1, 2021.
According to a document from the Finance Committee of the Legislative Council, in the past 10 years, low-level and middle-level civil servants have the same salary increase and outperformed inflation 8 times. Comparing the 11-year salary increase for employees in the private market and civil servants, the cumulative increase in the private market reached 46.9%, while the cumulative increase in low-level/middle-level and high-level/directorate civil servants was 42.6% and 39.85%, respectively. 4.3 to 7.05 percentage points more.
