Three agents of the city decided to seize their union representatives as well as the mayor of Aubervilliers about racist remarks e

Did two municipal police officers from Aubervilliers (Seine-Saint-Denis) make racist and discriminatory remarks in front of several of their colleagues?

On June 10, 2021, the mayor (UDI) Karine Franclet received three agents of the municipality, who had alerted her to these alleged facts.

Three letters had been sent to him since the beginning of May, where these employees give many examples of remarks allegedly made by these two men recruited in recent months within the municipal police.

Like those of this agent when he devotes himself, in front of his colleagues, to delivering his vision of the town: "No need to go on vacation abroad, you just have to walk outside to believe yourself in the village", would have - he said in front of one of his colleagues from the Maghreb.

"Take care of the city bastards"

An agent also evokes the mockery of the same police officer against "a colleague of African origin with a fairly pronounced accent ..." Or even on this day when the municipal police officer announced that it was time to "s 'occupy city bastards'.

The three municipal employees who decided to testify and to seize their hierarchy were accompanied, in their approach, by the CGT and SUD unions of the city.

In front of them, Karine Franclet notably announced that she would issue a "call to order" against the police officers concerned.

The inter-union therefore decided to communicate on the subject to the municipal staff, through a leaflet to be distributed this Wednesday.

"Given the seriousness of the facts, the answers provided (

Editor's note: by the mayor)

seem derisory", denounce the staff representatives in this joint text, referring to "reported facts likely to constitute serious criminal offenses".

"Racism is not an opinion, it is a crime"

“These are remarks that revolt me, also reacts Anthony Daguet, opposing PCF to the municipal council and also candidate for the departmental elections. In Aubervilliers as elsewhere, we cannot say these words when we are supposed to represent order and the law. The elected representative denounces the possible collusion between these police officers recruited in Noisy-le-Sec by a director general of services (DGS) also from this city, which has swung from right to left during the last municipal elections.

In the fall, the local PCF had also denounced the arrival of a "gang of Noisy-le-Sec" in Aubervilliers, which tipped in the other direction in 2020. Karine Franclet's chief of staff in is also native.

"Bringing whole teams from the same city, this creates a disturbance in the organizations", continues Anthony Daguet, who believes that "the DGS should have, at the very least, carried out an administrative investigation", in order to take a sanction.

“In any community or business, the manager would have done it,” he insists.

If we are sure that there has been a discriminatory statement, we can go so far as to refer the matter to the public prosecutor.

Because racism is not an opinion, it is a crime, ”he recalls.

The police officers concerned received by the mayor on Tuesday evening

Karine Franclet specifies that she will receive the two police officers concerned this Tuesday evening.

"With my director general of services, we are going to remind them very firmly of our values and that racism obviously has no place," she explains.

These words are not tolerable, even less when one carries out a public service mission.

"

But it does not announce, at this stage, the holding of an internal investigation.

"We will see if there is a need for a complement, the HR

(Editor's note: human resources) will

decide according to what we will be told this evening", explains the elected, who notices that these words "are not reported than by three people ”.

The mayor specifies that an administrative inquiry into the municipal police - which she wishes to greatly strengthen and professionalize - has already been carried out in recent months, with 44 interviews.

They concluded, according to her, in various failures, including an "inequitable management" and a divided team, in particular between the supporters and opponents of the head of the municipal police, who has since left the city.

"The three people who report these remarks were part of his camp," continues Karine Franclet, who also wonders about the timing of communication around this affair, a few days before the first round of the departmental elections.

And indicates that one of these agents was transferred to the city where the former head of the municipal police took up his new functions.
