Use quotation marks and claim that the works he wrote also have related practices, otherwise "people think that they recognize the legitimacy of the British ruling Hong Kong."

He continued that according to the late leader Deng Xiaoping, the strategic goals of "One Country, Two Systems" included three goals, including achieving reunification in a peaceful manner and restoring the exercise of Hong Kong's sovereignty; maintaining Hong Kong’s value to the country after its return; and maintaining national security. He continued that the central government has always stated that Hong Kong people under one country, two systems must take up the responsibility of safeguarding national security, otherwise the central government will intervene; it is also important to maintain the security of the communist regime and the socialist system in the Mainland.
