US CNN reported yesterday (14th) that the French nuclear power company "Framatome" (Framatome) wrote to the US government earlier this month, stating that its operating Taishan nuclear power plant has an "immediate radiation threat", but the Chinese side has revised the radiation detection outside the nuclear power plant. Qualified standards to avoid work stoppages.

EDF, the parent company of "Famaton", confirmed on the same day that the concentration of "certain noble gases" in the primary circuit of Taishan Nuclear Power Plant No. 1 Reactor Known phenomena, have been studied and set limits in the reactor operating procedures.

Some nuclear energy experts suspect that the above situation is related to the leakage of fuel rod cracks, or involves material, assembly problems, or fuel rod rupture during the operation of the reactor. It is recommended to shut down the fuel rod for thorough investigation.

Framatome statement: It is operating within safety parameters

Taishan Nuclear Power Plant was invested and established by China General Nuclear Power Group and EDF, with ownership rights of 70% and 30% respectively. Framatome participated in the design of two generator sets of Taishan Nuclear Power Plant.

EDF stated that it has requested to convene a special board of directors of the Taishan Nuclear Power Plant Joint Venture Company and provide all relevant data for the management to consult in order to make the necessary decisions.

Framatome also issued a statement stating that it is supporting the solution of nuclear power plant performance problems.

According to the existing data, the nuclear power plant is operating within the safety parameters, and the team is working with relevant experts to evaluate the situation and propose solutions to solve any potential problems.

Taishan Nuclear Power Joint Venture Co., Ltd. issued a report on the evening of June 13 and stated that the current continuous monitoring environmental data showed that the nuclear power plant and the surrounding environmental indicators were normal.

Experts suspect that fuel rods are leaking

An unnamed nuclear energy expert explained that the fuel rods in the reactor are surrounded by a shell to prevent a large amount of radiation from leaking out. However, when the shell is defective, such as material and assembly problems, or the fuel rods rupture during the operation of the reactor, the reactor will be caused. Increase in radiation.

He said that if the radiation stays in the furnace and there is no leakage, it can be discharged after the radiation is weakened to a certain extent; but if it has been leaked into the environment, it is difficult to solve it.

He believes that it has not yet been possible to verify whether the cause of the accident is related to the fuel rod packaging problem, and the most prudent approach is to stop the investigation.

He estimated that the immediate danger may not be great at present, but the plant claims that the nuclear power unit is advanced in design, but it now feels trifling to people. In addition, the limited information dissemination and the inadequate supervision mechanism make it more difficult for the Hong Kong government to verify and monitor.

Greenpeace, an environmental group, said that the information at this stage is not enough to determine the nature of the incident and its actual impact. However, it is concerned about the rise in the level of radioactive substances mentioned in the report. While learning more about the relevant information, it calls on all parties to protect public safety. Improve transparency and disclose relevant information as soon as possible.

The Hong Kong government took the initiative to contact the mainland authorities today

Chief Executive Carrie Lam Cheng Yuet-ngor said this morning that there is a permanent mechanism between the two places to discuss nuclear standards. The SAR government will also take the initiative to contact the relevant departments of Guangdong Province today, and any new developments will be announced to the public.

She also pointed out that the Hong Kong government has a continuous monitoring system to check whether the nuclear radiation in Hong Kong has exceeded the standard, including the Hong Kong Observatory and the Water Supplies Department.

Security Bureau: Non-touch notification mechanism for Taishan nuclear power status

According to the Security Bureau, relevant mainland ministries and commissions were contacted yesterday and today about the incident. According to the National Nuclear Safety Administration, the Taishan Nuclear Power Plant is currently in a safe state and it has been determined that there has been no radioactive leakage to the environment and no impact on the environment.

The bureau also quoted Taishan Nuclear Power Joint Venture Co., Ltd. as saying that according to the current continuous monitoring environmental data, the environmental indicators of Taishan Nuclear Power Plant and its surroundings are normal.

The spokesperson pointed out that the status of the Taishan Nuclear Power Plant did not touch the relevant notification mechanism.

The bureau stated that the Hong Kong government has close cooperation and communication with the Office of the Guangdong Nuclear Emergency Committee, and has established relevant notification mechanisms. The government agency attaches great importance to nuclear power safety and has established a permanent monitoring system, including the radiation monitoring network of the Hong Kong Observatory and the Water Supplies Department. The water pollution monitoring system, as well as the food monitoring measures of the Food and Environmental Hygiene Department, to monitor the radiation levels of the environment, water and food.

The Observatory’s radiation monitoring network consists of 12 monitoring stations, which constantly monitor the environmental radiation level in Hong Kong. It also uses different instruments for other aspects of environmental radiation monitoring to determine whether there is an abnormal radiation level.

According to the radiation monitoring results of the Observatory, the environmental radiation level in Hong Kong has remained normal in the past year.
