Regional in Île-de-France: attractiveness, ecology, youth employment ... What to remember from the great economic debate

Six of the eleven candidates, or their representatives, compared their economic program during a debate organized by Le Figaro in partnership with Medef and CPME.


What economic policy for the Île-de-France region?

This is the question answered by six of the eleven candidates or their representatives during the Great Economic Debate organized by

Le Figaro

and moderated by Yves Thréard, Deputy Editorial Director, in partnership with Medef Île-de-France and CPME. .

Through three topics, the attractiveness of Île-de-France for employees and companies, ecological transition and youth employment, all presented their proposals for this region particularly hit by the health and economic crisis. .

  • The attractiveness of Ile-de-France

80% of Ile-de-France executives want to leave Paris to settle in the region according to a Cadremploi study published last April.

It was on this observation that the first part of the debate devoted to the attractiveness of Île-de-France with regard to employees and companies began.

It is transport which occupied a large place in the exchanges.

Jean-Marc Germain, who represented Audrey Pulvar (supported by the Socialist Party) recalled the flagship measure of his candidate: free public transport.

"A measure of purchasing power for the middle classes"

, he judged and which will initially concern 1.5 million young people before being gradually extended.

It could be financed by

"a tax on large real estate fortunes"

or a

"tax on heavy goods vehicles",

he added. On this point, Jean-Marc Germain and Alexandra Dublanche who represented Valérie Pécresse (Libres!) Agreed. The vice-president of the region has, in fact, pleaded for the introduction of the ecotax: a tax imposed on

"hundreds of European heavy goods vehicles which cross the Île-de-France"

but which would not be applied to trucks. French she assured. Alexandra Dublanche also took advantage of this first part to defend the mandate of her candidate assuring to have initiated

"the transport revolution"

and proposing to

"To double the public transport network in the years to come"

with 24 million euros which will be committed.

  • Ecological transition

Questioned in the second part on ecology, the candidates demonstrated their willingness to involve companies in the ecological transition.

For the candidate La République en Marche (LREM), Laurent Saint-Martin, priority should be placed on

"the greening of industrial processes where it pollutes the most"

.

In other words, the head of the list pleaded for a decarbonization of the industry, thus taking up one of the objectives of the recovery plan.

Intervening alongside businesses is also a challenge claimed by Audrey Pulvar's list, represented during the debate by Jean-Marc Germain, through the creation of a

“public investment bank”

.

An equivalent of the BPI on a regional scale

"endowed with a billion euros"

, he added.

Even more ambitious, the candidate Europe ecology the Greens (EELV), Julien Bayou, promises him a

"Green News Deal"

, a massive investment plan which would amount to 3 billion euros and intended to create 200,000 jobs in Ile-de-France.

  • Youth employment

The participants in the debate were finally able to present their program for youth employment, all recognizing the impact of the economic health crisis on

"a generation sacrificed"

. This third part was in particular the occasion to recall that if apprenticeship is no longer part of the skills of the regions, they still hold that of the training on which Philippe Ballard, who represented Jordan Bardella (National Gathering, RN), wishes

" go all out "

by offering

" a check to support scholarship students "

worth 700 euros. For her part, Sophia Chikirou, who replaced Clémentine Autain (La France insoumise, LFI), also assured her wanting to support training by targeting sectors in need of manpower such as agriculture and health and

"by investing massively in local missions ”

, these public agencies dedicated to the professional integration of young people aged 16 to 25.

Alexandra Dublanche, for her part, drew the wrath of the other participants by starting to speak on the subject as follows:

"our ambition is work, but not assistantship"

.

She then recalled the introduction of the “Young active income”.

Set up in response to the health and economic crisis, it offers unemployed 18-25 year olds an income of 4,000 euros for 6 months conditional on free training in one of the ten sectors in tension.

The vice-president in IDF also announced aid of 12,000 euros for job seekers who wish to take over a trade or business.

  • Debate on the closure of Le Bourget airport

Before concluding, the six participants were also able to express themselves on the Olympic Games scheduled for 2024 and more generally on tourism heavily hit by the crisis, in particular the aviation sector.

In this regard, Julien Bayou recalled EELV's desire to abolish Le Bourget airport, citing the example of Berlin which closed that of Tempelhof, because it was in deficit, and concentrated flights at only two airports.

The ecologist thus proposes to devote the freed up space in particular to the extension of the Rungis market.

A proposal opposed by Alexandre Dublanche, according to whom the postponement of flights to Orly and Roissy-Charles de Gaulle airports would increase noise pollution for their residents.

At the end of an hour and a half of debate, the conclusion was an opportunity for the participants to recall the strong measures of their programs like Philippe Ballard (RN) who reaffirmed the primary ambition of his candidate, security. He thus proposed to place

“two armed agents in each station”,

in priority those of RER. As for Laurent Saint-Martin, he took advantage of this last speech to announce his ambition for a popular savings fund to

"take advantage of the savings accumulated during the crisis of the need for corporate equity"

.
