The Poverty Alleviation Committee held its fourth meeting today (15th) and agreed to allocate an additional 286 million yuan for the project of "supporting poor primary and middle school students to purchase mobile computer devices for e-learning".

The total commitment of the project is 715.4 million yuan, of which the estimated administrative expenditure of 11.54 million yuan remains unchanged.

Since the epidemic in Hong Kong at the beginning of last year, students have to use mobile computer devices for e-learning at home during the period when classes are not fully resumed.

The Education Bureau handles project applications flexibly and accepts applications from all public primary and secondary schools that implement e-learning as eligible students.

In the 2020/21 school year, about 870 schools participated in the project, and more than 140,000 students were funded to purchase mobile computer devices through the project. The total funding amount was about 568 million yuan.

Compared with the corresponding figures in the 2018/19 academic year (188 schools, 13,856 beneficiary students, and a grant amount of 49.2 million yuan), the participation rate of the project and the grants granted have increased significantly.

Seeing that the number of participating schools and beneficiary students is higher than expected, the committee agreed to increase funding.

At the meeting, members also listened to a briefing on the report of the "Subdivided Housing" Tenancy Control Research Working Group.

Members noted that the working group believed in principle that the government should implement appropriate rent control for "subdivided housing", including the establishment of a "standard lease" with mandatory clauses, the protection of existing tenants' right to renew the lease, and the establishment of maximum rent increases for renewal, etc. In order to protect the rights and interests of basic-level "subdivided housing" tenants, it is recommended to formulate "subdivided housing" rent control measures through legislation.

Members noted that the Transport and Housing Bureau is following up on the legislative proposal for the implementation of "subdivided housing" rental control, and is proceeding with the drafting of relevant empowerment legislation at full speed. It is expected that the relevant bill can be submitted to the Legislative Council within this legislative year.
