Ways to reform regional health authorities

A report wants to learn the lessons of the crisis and reorganize these structures perceived as "mastodons".


At the heart of the cyclone during the health crisis, the regional health agencies (ARS) and their 8000 agents, perceived as

“administrative juggernauts

” found themselves under fire from critics.

Some local elected officials and health professionals claiming outright their removal.

A report presented to the National Assembly on Wednesday, written by the deputies Agnès Firmin Le Bodo (Agir Ens, Seine-Maritime) and Jean-Carles Grelier (LR, Sarthe), partially rehabilitates these structures created ten years ago by the HPST law to apply the ministry's policy as close as possible to the territories.

They are seen as "

inaccessible technostructures, far from the field and from concrete issues

", note the authors, who nevertheless recommend keeping them, on condition of reforming them.

First observation, the missions of the ARS are very broad: armed arm of the State in the region, they manage both public health and regulate the health supply in the sectors.
