The basic housing problem in Hong Kong is serious, and the average waiting time for public housing is 5.8 years.
In the 2020 Policy Address, the government proposed to provide a three-year pilot scheme of cash allowances to distribute cash allowances to grassroots families who have been waiting for public housing for more than three years and have not received CSSA.
The Director of Housing, Wang Tianyu, emphasized that the cash allowance is not a rent allowance, and there is no restriction on the use of the allowance for applicants.
The authorities will send application forms to 90,000 eligible applicants. Applicants only need to fill in the form and return it.
To prevent abuse, the authorities will conduct random checks on applicants.
The Housing Department also pointed out that the application form is not transferable, otherwise it will be invalid.
According to a document submitted by the Transport and Housing Bureau to the Housing Affairs Panel of the Legislative Council last year, it is recommended to refer to the maximum amount of CSSA rent allowance and halve the amount as the subsidy level of the cash allowance.
That is, a single person can receive 1250 yuan, a two-person family can receive 2,200 yuan, and an eligible six-person family can receive the maximum amount of 3,850 yuan.
The authorities also plan to send forms to accept applications from late this month.
The government announced the launch of a cash subsidy scheme, which will provide subsidies to citizens who have been waiting for public housing for more than three years.
The plan does not accept residents already living in public housing. As for how to calculate the "waiting for 3 years", it will be calculated from the "corresponding registration date" of the public housing application, which is listed in the notification letter issued by the housing to the applicant.
The government expects that 90,000 application forms will be issued by the end of June, which means that 90,000 people who have been waiting for public housing for more than three years are expected to be eligible.
According to the earlier recommendations of the authorities, the pilot rent subsidy scheme will receive 1,250 yuan for one-person households; two-person households will receive 2,200 yuan; three-person households will receive 2,650 yuan; 4-person households will receive 3,000 yuan; 5-person households will receive 3,300 yuan ; 6 people or more can get 3,850 yuan.
The bureau also pointed out that some family members who live in public housing and are receiving CSSA will not be counted as eligible members.
At that time, the government also stated that it would simplify the application and approval procedures as much as possible, and would also minimize the information and supporting documents to be submitted. For general households applying for three years, a notice of the plan and an application form will be issued.
In addition, in late July, notices and application forms will be issued to all tenants who will be waiting for public housing for more than three years in August next year.
The government predicts that it will take about one to three months for simple cases to be processed before cash subsidies can be paid through banks. The Housing Department aims to start distributing subsidies in July next year.
The cash allowance will be paid to general household applicants/related members in the form of bank transfer every month.
