From June to August last year, the Consumer Council interviewed about 1,517 consumers aged 15 to 64 through telephone and street interviews. This time, a similar survey was conducted after 5 years. Among the 8 indexes of the 2 main indexes , "Recycling behavior" is the only sub-index that has not risen, remaining at a low 63 points.

Comparing the scores of the two main indexes reflects the gap between consumers’ perceptions and actual behaviors, especially in terms of recycling, which reflects the need for improvement in Hong Kong people’s practice of sustainable consumption.

The survey found that 43% of respondents believed that they did not understand the concept of sustainable consumption very or not, only 18% said they knew some or very much, while 39% said they had a fair understanding.

Although the Hong Kong government has launched different recycling programs in recent years, the two main indexes are composed of eight sub-indexes. Among them, "recycling behavior" is the only sub-index that has not risen and stayed at a low 63 points, half of which indicate that clothes and paper will be recycled. Or plastics, but there are also about 30% respectively, while 27% and 32% of the respondents said that they "rarely" or "never" recycle paper or plastics. Compared with the baseline survey, 22% and 27% have increased. It shows that too many people do not recycle paper or plastic. The Consumer Council believes that the situation is worrying.

According to the Consumer Council, respondents’ perceptions of the benefits of energy conservation and waste separation have improved, from 72% and 70% of the respondents "agree" or "strongly agree" to 80% or more. Consumer behaviors need to change the original lifestyle or cause inconvenience, such as insufficient recycling facilities or too far away, the interviewees will hesitate and find it difficult to take action.

In addition, the Consumer Council pointed out that the respondents have practiced more than 70% of behaviors that are easy to practice, save money, and have substantial benefits or easy access to information, such as purchasing electrical appliances with a Class 1 energy label and products that claim to be water-saving. , Prioritize the purchase of environmentally-friendly products, avoid over-ordering, avoid purchasing disposable products, and repair damaged household appliances.

The Consumer Council quoted foreign practices. Through technological innovation and reward and punishment systems, each jurisdiction has integrated four different areas to promote sustainable consumption. It also recommends that the government invest resources to support research on product sustainability and establish a complete recycling chain. As well as legislation governing the use of disposable plastic products, etc., so as to promote consumers to change their behavior.

Denmark and Japan have even developed mobile apps to encourage consumers to buy food that is about to expire and reduce food waste. Switzerland has an interactive map of recycling points to facilitate consumers to find recycling locations; in addition, Vancouver, Canada bans or will restrict the use of designated types Disposable items such as plastic drinking straws and disposable cups. France prohibits large supermarkets from discarding foods that are nearing the "best before this date" but are still of good quality.
