Today, the People's Assembly held its thirteenth session of the third regular session of the third legislative session, headed by Hammouda Sabbagh, Speaker of the Assembly.

At the beginning of the session, the Minister of State for People's Assembly Affairs, Eng. Maloul Al-Hussein, gave a presentation on all decisions and measures taken by the Council of Ministers in its previous session related to service and living issues.

In response to Minister Al-Hussein’s presentation, a number of council members questioned the justifications for continuing to work in the Central Bank of Syria’s decision to prevent the transfer of funds in Syrian pounds between governorates for amounts exceeding five million Syrian pounds, and the decision to prevent depositors from obtaining more than two million pounds per day from their bank accounts, because these two The two decisions lead to the reluctance of investors to invest in Syria and the flight of capital abroad.

At the same time, some members valued the role played by public banks despite the long years of war against Syria by continuing to provide loans to citizens and securing liquidity for them, criticizing the transformation of these public banks into a contributing sector because this would reduce the effectiveness of the public banking sector in strengthening the strength of monetary policy .

A number of members reiterated that the popular prices set by the Ministry of Finance for real estate in accordance with the provisions of the Real Estate Sales Law are not identical to what exists on the ground, which led to the imposition of high taxes on real estate sales and rents, and an accurate mechanism must be found to calculate the real value of real estate. The number of gates in the telephone exchanges in Homs Governorate has not increased to date.

A number of members stressed the importance of clarifying the foundations and criteria followed by the Ministry of Local Administration in distributing 63 billion Syrian pounds that have been allocated to the provincial councils to help them implement their development, investment and service programs and projects, calling for an acceleration of the pace of appointments, competitions and screening of engineers by the Ministry of Administrative Development due to the need of many Ministries to supply them with specialized cadres.

Some members also stressed the importance of accelerating the pace of the displaced people’s return to their homes in Jobar, Qaboun and Harasta, and preparing new organizational plans for them, pointing out the need to control building violations in the governorates of Damascus and its countryside, and to find immediate solutions to secure drinking water for Lattakia and its countryside.

The session was adjourned to 12 noon on Tuesday, 22 June.
