The government announced in its 2018 Policy Address that it had selected Kwun Tong to build a civil service college and plans to speed up its establishment this year. Construction is expected to begin in 2022 and be completed by the end of 2026.
The Civil Service Bureau submitted a document to the Legislative Council today (17th), proposing to establish the post of Dean of the Civil Service College with a monthly salary of 273,000 yuan.
The government stated that there is an urgent need to set up a dean, to further plan and set the direction of development in the initial stage of the establishment of the college, and to promote the development of the college and implement various civil service training programs.
The government hopes to start recruitment work as soon as possible to identify candidates, and hopes to appoint a suitable person as the dean in the first quarter of 2022.
Some media recently quoted news that Guo Yinshu, Deputy Commissioner (Management) of the Police, has the opportunity to take up the post of Dean after his retirement in April next year.
The government stated that the Kwun Tong long-term campus of the Civil Service College will take time to build. The authorities will upgrade the facilities of the Civil Service Training Institute currently located in the North Point Government Offices to use it as a temporary campus site.
The government attaches great importance to the Kwun Tong comprehensive development project and the sustainable development of the college, and will actively promote related work.
According to the authorities, given that the work of the college is highly valued and the scope of coverage is broad and complex, the dean must have a professional background, rich experience, broad vision and enthusiasm for work, as well as grasp the latest situation of global development; understand national affairs and international relations and Its impact on Hong Kong; and it needs to be far-sighted and able to recognize the challenges and opportunities faced by civil servants.
In addition, the dean of the college must also have the professional level and status, serve as a government consultant on training and development matters, and contact high-level professionals from external training or academic institutions, as well as government officials in the Mainland and other places, and also need to have resources and Experience and ability in operation management.
