Bernard Cohen-Hadad, boss of small bosses in Ile-de-France, will you reimburse the scooter parking that has become chargeable in Paris?

2021-06-21T22:49:29.849Z

Every day, Le Parisien calls out to an actor in society (politicians, employers, artists, athletes, etc.) to ask him a question that conceives

It is a bit of a blow to the users of two wheels in Paris. The town hall confirmed it on Tuesday: from 2022, scooters and motorcycles will have to pay for their parking in the streets of the capital. And even if it is half of what motorists will pay, the price is quite prohibitive. 3 euros per hour in zone 1 (from 1st to 10th arrondissement) and 2 euros per hour in zone 2 (from 12th to 20th arrondissement, Bois de Vincennes and Boulogne). No subscription possible for those who do not use their two-wheelers in the context of their work ((craftsman, salesperson, nurse) or who are not resident in Paris. Only electric vehicles, and therefore non-polluting, can continue to operate. benefit from free.

The town hall justifies this new measure by ensuring that it is in great demand by "a large part of the Parisian population in order to de-clutter the public space, to better regulate the use of motorcycles and scooters and to engage their drivers towards a cleaner and quieter park ”. It will also make it possible to reduce pollution a little in the capital or in any case, to make those responsible for it pay.

Except that the owners of two-wheelers have already invested several thousand euros in the purchase of their machine. They thus hoped to avoid being stuck in traffic or in Parisian work and to count on a more or less fixed travel time. They were also happy that they didn't have to turn around for hours to find a parking spot. Some also thought they had found a parade in the sometimes poor mesh of public transport. And since the health crisis, some have also turned to a scooter or a motorcycle to avoid promiscuity during rush hour in the metro. But now, these drivers will have to pay from 16 euros to 24 euros per day (for eight hours of presence). Or, from 320 to more than 480 euros each month, to go to work!Unless they opt for “motorized two-wheeler” passes in an underground car park near their office for 70 to 90 euros depending on the area. Costs in addition to fuel and insurance. Unacceptable for many.

The announcement obviously provoked the ire of associations, already scalded. In recent years, the municipality had cracked down on parking on the sidewalk, punishable by a fine of 35 euros. So this new measure seems to them to be a new injustice, whereas they consider that "their vehicle is a solution, not a problem, in particular for the questions of fluidity".

Most drivers will likely have no choice but to shell out these fees, rather than throw themselves back into fleeing transports or traffic jams.

So to help them, Mr. Cohen Hadad, shouldn't employers give them a financial boost?

One could imagine, a bit like what companies are already doing for the Navigo pass, a reimbursement of part of the costs?

Are you ready, the boss of the CPME Ile-de-France to consider it?

The boss of SMEs wants to open a dialogue with employees

Bernard Cohen-Hadad, President of CPME Paris Ile-de-France Anne-Sophie Damecour

Bernard Cohen Hadad chairs the Confederation of Small and Medium-Sized Enterprises (CPME) of Paris Ile-de-France. It was while reading our newspaper that he learned about the parking rates to which motorized two-wheelers will be subject from 2022 in the streets of the capital. Will the bosses be willing to pay 100 euros per month - at the very least - to help their employees pay these new parking fees in Paris? Bernard Cohen Hadad, representative of the managers of small businesses, pleads for "the opening of a dialogue with the social partners" on this theme and more generally for "a reflection to meet the new expectations of employee mobility" while the Teleworking has become widespread with the Covid-19 crisis.

“The costs for entrepreneurs, craftsmen, traders will be deductible, like their car,” he notes. But for the sedentary employees, “it will be necessary to think that the reimbursements negotiated within the company have received a clarification as regards social tax charges to avoid a requalification in benefit in kind. These questions are not negligible ”.

"Beyond the cost of this measure, I am in shock by this announcement, once again taken without consultation with the economic world", regrets Bernard Cohen Hadad, who himself travels on a motorcycle for his business. insurer. "Am I going to pay?" Yes. Am I happy? No ! He adds. “Motorized two-wheelers are the most comfortable solution for our service, emergency or care professions, because it has become impossible to travel by car. "

Bernard Cohen Hadad therefore encourages business leaders to launch in-depth work on their mobility needs now. "What budget are we prepared to establish to finance parking but also more generally intermodality between public transport, bicycles or electric vehicles? We need a real debate with the employees but also the communities. Together, we can build arrangements and solutions that make paying parking for two wheels acceptable, safe and enjoyable ”.
