- For an estimated 13.5 million euros, the district wants to build a 2 + 1 sports hall at the Weilheimer Gymnasium - as a replacement for the two current, ailing gyms of the school.

At least that is the recommendation that the district committee decided unanimously at the beginning of May;

with which the variant of a renovation seems to be off the table.

The actual decision should be made in July in the district council.

And that now puts the city of Weilheim in a tight spot: It has to make a binding statement about its cost sharing before the district council meeting.

Because if the new building is to be “suitable for mass sport and competitions” - in other words, in such a way that TSV Weilheim is really helped with it - the city has to bear the additional costs necessary for it.

It is about 1.75 million euros.

Background: "The structural requirements for mass sport and competitiveness are significantly higher than for pure school sport", as city treasurer Christoph Scharf explained on Wednesday in the main committee of the city council. For example, a clear interior height of at least seven instead of five and a half meters is required for the new double hall, and in addition to the playing field lines, there must be safety clearances from the walls. There is also a gallery that serves as a spectator area with a tea kitchen for the clubs. This means that league games, such as basketball, would also be possible in the hall in the future.

Currently, however, the city has not included funds for this cost sharing in the current budget or in the financial plan for the following years. In view of falling revenues, “all measures that were somehow questionable had to be postponed to the investment program and parked there,” says Scharf. Including the participation in the construction of the new gymnasium - which was completely unclear at the time of the budget discussions. Now again, things have to happen quickly and it would not be enough (as originally planned) to make a decision on the 2022 budget. If it wants to send the necessary signal to the district, the city now has to enter into a “pre-emptive bond” to the next household. On this basis, a legally binding contract is made with the district - then the city can no longerregardless of the financial feasibility of other compulsory tasks.

While the earlier financial plan was based on an estimate of 1.32 million euros, the most recent calculation now requires 1.75 million euros. For the unforeseen and price increases, a buffer of five percent has already been taken into account, said Scharf - which is why he does not expect even higher costs. From a financial point of view, the city can only secure the required sum by withdrawing it from its reserves. They would then shrink from 3.2 to 1.45 million euros at the end of the financial planning period in 2024.

The treasurer also dealt with the follow-up costs, because the district also charges operating costs for the actual use of the halls. This price is currently ten euros per hour and part of the hall - an amount that was “politically set as a symbol price a long time ago” and is “far from the full costs”. So far, the city has taken over the costs for the Weilheim clubs as a grant. If the three parts of the hall were fully used, this would result in annual expenses of around 70,000 euros.

The main committee voted unanimously for participation, which the city council will ultimately decide on next Thursday. Although the matter came “a bit at the wrong time”, the hall is “extremely important”, said sports advisor Tillman Wahlefeld (BfW) for a clear “yes”.
