Dexin School, a Catholic boys’ school located on Austin Road, Tsim Sha Tsui, issued a notice to parents last Tuesday (15th), stating that the principal, Guo Chaoqun, was on leave immediately because he failed to perform his duties as principal.

It is understood that Guo Chaoqun was arrested by the Independent Commission Against Corruption on suspicion of leaking the internal examination papers of the school.

Guo Chaoqun has been teaching for about 25 years and has won the Chief Executive's Teaching Excellence Award. He has been the principal of DXN School in September 2013.

An ICAC spokesperson confirmed this morning that a government-funded primary school principal and a head of a tutorial school were arrested in a corruption investigation the other day (June 12).

The two were suspected of embezzlement to leak the internal examination papers of the elementary school and have been released on bail pending investigation.

During the operation, ICAC officers seized a number of examination papers belonging to the primary school in the cram school involved, including examination papers of all levels in the third semester of the school year, which covered different subjects.

After a preliminary check, the staff found that there were many similarities or similarities between the study title of the tutorial school and the content of the seized primary school examination papers.

The ICAC's investigation is still ongoing.

The Education Bureau and the Incorporated Management Committee of the elementary school provided full assistance during the investigation of the case by the ICAC, and the ICAC will continue to maintain close contact with them on the case.

The ICAC stated that it has always attached great importance to school integrity management and recommended that schools establish a code of integrity, including the prohibition of unauthorized disclosure of school proprietary information, and can refer to the "School Governance and Internal Control Corruption Prevention Guide" formulated by the ICAC.

Dexin School Supervisor He Bingde sent a letter to parents last week, announcing the "acting principal arrangement". The notice stated that the principal Guo Chaoqun was on leave today because of "failure to perform his duties as a principal."

Arranged by the Incorporated Management Committee, the deputy principal Li Meiying will act as the principal to follow up school affairs.

Looking at the information on the government website, Guo Chaoqun was the recipient of the 2010/11 Chief Executive's Teaching Excellence Award (Moral and Civic Education).

According to school website information, Guo Chaoqun had served as the vice principal of Dexin School in 2011. By August 2013, the principal Liang Yinbi was retired. Guo Chaoqun immediately assumed the post of principal in September 2013. He was again awarded the post of the Education Federation in 2014 Outstanding Teacher Award (National Conditions Education Group).
