"Work more for the same salary": in Goussainville, demonstration of municipal agents against the reform of the civil service

Municipal agents on strike demonstrated on Friday against the law on the transformation of the civil service.

Voted in August 2019, it must apply in each community from January 1.

On this date, this imposes the principle of an annual duration of 1,607 hours for territorial agents.

Mobilizations have already taken place in other departments but this is the first in Val-d'Oise.

With the approach of the vote of a deliberation in this direction in the municipal council, the local CFDT made a point of expressing its dissatisfaction with a reform which, according to the union, will amount to "abolish all the local holidays fruit of built social conquests. locally over the decades ”.

He denounces the "work more for the same salary".

Loss of three weeks of leave according to a facilitator

For the CFDT, if the law is national (even if some mayors have announced that they want to refuse to apply it), the municipality has at least some leeway as to the possible compensation to be offered to its agents in the face of this "social regression. historical ”.

"The index point has been blocked at the national level for years but there may be bonuses at the local level because this represents a saving of 3.5 million euros per year for the city", assures Franck Derozier, secretary of the trade union section interco.

The municipality's proposal to compensate for the loss of holidays - in different numbers depending on the situation - by 17 RTTs does not satisfy those present.

“These are not holidays because RTT, that necessarily means more hours for the same amount.

The minimum would be salary compensation, ”notes a facilitator who calculated that she would lose three weeks of leave with the reform.

Increase in hourly amplitude

"We will lose on our personal life because this will further increase our working hours which are already wide, particularly during school holidays," said one of his colleagues.

A little further on, an Atsem is also worried about the impact on her family life.

“I have to drop my child off at daycare very early before I start work until I finish today at 5:45 pm.

It's already long but it would be 6.30 p.m.

In addition, it generates additional costs whereas it is already difficult with 1,400 euros per month ”, she explains.

In addition to the substance, the timetable for the reform goes even more badly with the agents.

“All this happens in addition after a year of pandemic during which we invested.

There is a lack of recognition, ”they say.

An “obligation” for all communities

On the side of the town hall, it is hammered that the application of this law is "an obligation" for all communities. "If we do not apply it, what will happen for the agents when the prefect imposes the 1,607 hours, without possible negotiation for the agents, and they will only have 25 days of legal CA? ? asks the town hall. We have to enforce this law no matter what. Our duty is to make it bearable. Our objective is therefore to compensate for this loss of days off, which has consequences on personal, family and professional life ”.

For the municipality, there would be few legal means at its disposal to preserve these days.

“Only the RTT allows us to do this, and for that, we have to adapt the working time.

We are working with the agents on this alternative, which would allow them to gain up to 17 days of rest, that is to say more than what the majority will lose with the law ”.

And to believe that the social dialogue is there.

“We have conducted many meetings, held all legal proceedings.

The human resources department went to meet the agents to explain the content of this measure.

We have six months left to work in each department in the organization ”.

For the town hall, “the vast majority of agents understand and welcomed our proposals. Today there were only 10% of strikers ”. For the CFDT, the mobilization "has only just begun". "We plan to go to the administrative court if necessary," says Franck Derozier.
