Today, the Financial Secretary, Chen Maobo, announced the details of applying for consumer vouchers. Citizens must first go to the government’s new consumer vouchers website for central registration, select the payment tool, and make a statement about "residence in Hong Kong" before they can apply for consumer vouchers.

Financial Secretary Chen Maobo disclosed earlier that Hong Kong permanent residents who are 18 years of age or older and new arrivals with one-way permits can receive consumer coupons, which are expected to benefit 7.2 million people.

Later, the government also revealed that it would add a "residence clause in Hong Kong," and those who have left Hong Kong for a long time will not benefit, but citizens who participate in Fujian or Guangdong programs and study abroad will be exempted.

Citizens who want to apply for consumer vouchers need to register first. The government provides two registration methods: electronic registration and written forms.

Citizens must provide their name, ID number and issuance date, phone number for receiving SMS, choosing which payment tool to receive consumer coupons and residence declaration, etc.

Citizens may register in the mobile app. Consumer coupons on the three major platforms will be issued in two phases. The first phase will be 2,000 yuan and the second phase will be 3,000 yuan.

1. Electronic registration completed from July 4th to 17th:

The first issue date is August 1, and the expiration date is December 31

The second issue date is October 1st, and the expiration date is December 31st.

2. Electronic registration and all written registrations completed from July 18 to August 14:

The first issue date is September 1, and the expiration date is January 31, 2022

And Tap & Go will set up new electronic cards dedicated to consumer coupons to process payments, covering merchants that receive payments from Mastercard, UnionPay, and FPS.

However, it is worth noting that only Octopus users can choose not to install the App. If they choose to receive coupons from 3 other electronic operators, they must first install the App and become a user.
