This is how the Minister of Culture Michael Piazolo, who expressed the idea in mid-May, sees it.
This should usually take place in the first and last week of the summer vacation.
Even if the offer is voluntary - the tight schedule is a challenge for the schools.
Older high school students as assistants
One of the people who publicly commented on the Tagblatt is Christian Römmelt, Rector of the Puchheim Primary School South. He makes it clear: “Yes, I have to take care of getting staff.” Teaching apprenticeship applicants and former teachers could be considered. At school, however, they still want to call in volunteers to support them - for example, older high school students. “But always together with a pedagogical force,” emphasizes Römmelt.
How many students he has to plan with, he will find out only at short notice. The offer is aimed primarily at children who are lagging behind in core subjects such as mathematics and German. But that is probably not a small number. This is reason enough for the city of Puchheim to provide additional support and make the summer school a top priority. “We have to take the children with us so that they can keep up with us in the next school year,” explains Mayor Norbert Seidl. Getting together and social contacts are also important.
But Seidl also criticizes the Ministry of Culture. As is so often the case in the pandemic, the burden of implementation is placed on schools and municipalities, even if the idea is fundamentally good. Seidl wishes that the ministry should think things through better "before it expresses something like that". The school south is chosen as the central location where the summer school is held.
"We will increase if necessary," explains social welfare office manager Martin Kulzinger for the city. That will happen in terms of logistics, personnel and also financially. Premises, caretakers, corona-compliant conditions - that will all be included. They also rely on the educational guides, who have been providing voluntary support for a long time. How much effort has to be made, also in financial terms, can only be estimated more precisely towards the end of the month.
The increase in staff by the municipalities is also necessary because the Fürstenfeldbruck district only receives a total of 200 hours for the summer school for all primary schools.
This is the number given by Thomas Frey, Director of Education and Acting Head of Department.
He speaks of “top sporting performance” when it comes to the implementation of the summer school.
There are only a little more than two months between the announcement by the Minister of Education and the start of the holiday.
Bureaucracy alone takes weeks
The bureaucracy for the personnel to be hired alone takes time.
“For processing up to three weeks,” explains Frey.
The final examination and drafting of the contract goes to the government of Upper Bavaria.
From the parents' point of view, Stefan Eibl, Parents Advisory Board at the Esting Primary School, comments. He also speaks of a good idea: “Children need every kind of support.” It is okay for him that it has to be implemented on site. "You just know your people there." Nonetheless, Eibl has recognized for the school family: "You somehow notice that the air is out with all the tasks that you are assigned."
