Financial Secretary Chen Maobo announced today (18th) that electronic registration will be accepted from 6 am on July 4th to the deadline on August 14th. It will take 6 weeks. Regarding the issuance of consumer vouchers, the date of registration is completed, such as using Alipay. Hong Kong, Tap & Go "Tap & Go Reward" or WeChat Pay HK will be issued in two installments; if using Octopus, it will be issued in three installments.

The first 2,000 yuan coupon will be issued as soon as August 1.

Eligible persons are Hong Kong permanent residents or new arrivals who have reached the age of 18 and lived in Hong Kong on or before June 18, 2021.

It will be distributed through four stored-value payment tools, including Alipay Hong Kong, Tap & Go, WeChat Pay HK, and Octopus.

Registration will be accepted from 6 a.m. on July 4th and will end on August 14th for a period of 6 weeks.

There are two options for registration.

In terms of electronic registration, a special website is used to authenticate identity, upload a copy of Hong Kong ID card, select stored-value payment tool accounts, and make a statement on the requirement of "residence in Hong Kong".

Or use a written form to download from a dedicated website, or obtain it from the following locations: post offices, district advisory service centers of the Home Affairs Department, district offices of the Social Welfare Department, public housing estate offices under the Housing Authority and customer service center.

Alipay Hong Kong, Tap & Go "Tap & Go Rewards", and WeChat Pay HK have the same method of receiving them. They are all directly deposited into the account through the mobile app; Octopus needs to tap the card to receive, the locations include: MTR, Light Rail Customer Service Center, designated Public transport subsidy collection stations at piers and public transport interchanges; convenience stores 7-11, OK and all branches of the supermarket Wellcome; Octopus service stations; Octopus mobile apps.

For the issuance of consumer vouchers, such as using Alipay Hong Kong, Tap & Go "Tap & Go Rewards" or WeChat Pay HK, they will be issued in two installments according to the registration date, as follows:

Option 1: Complete the registration from July 4th to 17th. The first phase of 2,000 yuan consumer coupons can be issued on August 1st, and the second phase of 3,000 yuan will be issued on October 1st, both in December Expires on the 31st.

Option 2: If the registration is completed from July 18 to August 14, the first phase of 2,000 yuan consumer coupons will be issued on September 1, and the second phase of 3,000 yuan will be issued on November 1, both in January next year Expires on the 31st.

As for the Octopus, it will be issued in three installments according to the registration completion date, as follows:

Option 1: Registration will be completed from July 4th to 17th. The first phase of 2,000 yuan consumer coupons can be issued on August 1st, and the second phase of 2,000 yuan will be issued on October 1st.

The release date of the third phase of 1,000 yuan will be divided into four dates based on the date when the first two phases of the total amount of 4,000 are completed. The first can be released on December 16, and the latest will be released on March 16 next year.

Option 2: Registration will be completed from July 18th to August 14th. The first phase of 2,000 yuan consumer coupons can be issued on September 1st, and the second phase of 2,000 yuan will be issued on November 1st.

The release date of the third phase of 1,000 yuan will also be divided into four dates based on the date of completing the first two phases of the total amount of 4,000. It will be released on January 16 next year at the earliest and April 16 next year at the latest.

However, consumer vouchers cannot be used to: pay government fees such as taxes, fines, license fees, tunnel tolls, parking meters; water, electricity, and gas fees; pay public agency fees, such as public hospitals, housing authorities, and housing associations. ; Tuition fees for primary and secondary schools and universities; purchase insurance and other financial product services, donations, and online shopping from non-local merchants; person-to-person payment; exchange for cash.
