The Social Welfare Department announced four new measures today (18th). First, employees of institutions who undergo compulsory testing next Friday (25th) or later will not receive a special allowance of 200 yuan.

Second, starting from September 1, the government will stop paying any testing fees for "tests arranged by operators or operators of residential care homes and homes for the disabled."

Third, starting from now, a one-time special allowance of 800 yuan will be provided to the staff of the institutions who have completed the COVID-19 vaccination, and the staff must complete the vaccination before August 31.

Fourth, if both the visitor and the interviewed residents have completed the vaccination, the home visitor does not need to be tested for the virus before the visit.

In addition, the Social Welfare Department confirmed when responding to the "Hong Kong 01" inquiry that it plans to change the arrangement of mandatory testing every 14 days to every 10 days from next Friday.

The staff of the institutions are currently tested every 14 days, except for those who have completed the COVID-19 vaccine.

The SWD stated that the government believes that it is necessary to encourage staff in residential care homes to be vaccinated against the new crown as soon as possible, and has decided to introduce the following measures for mandatory testing arrangements for staff in residential care homes in the future:

First, the SWD will start on June 25 (that is, starting with the eighteenth round of mandatory testing for residential staff) and stop granting "ex-gratia allowances" to residential staff undergoing mandatory testing.

Second, the SWD will stop paying any testing fees for "tests arranged by operators/operators of homes for the elderly and homes for the disabled" starting from September 1.

Employees can still go to the community testing center/mobile sampling station (if any)/temporary testing center (if any) for testing.

Third, the Social Welfare Department will provide a one-time "Vaccine Special Allowance" of RMB 800 to each institution employee who meets the following three conditions:

(I) During the period from June 25 to August 31 (both dates inclusive) issued by the Secretary for Food and Health in accordance with the "Prevention and Control of Disease (Compulsory Testing for Certain Persons) Regulations" (Chapter 599J) "Mandatory Testing Announcement" for the staff of the institutions for testing (the staff of institutions who have completed the COVID-19 vaccination and are exempt from testing will also be deemed to meet this condition); and

(Ii) Complete the COVID-19 vaccination and provide relevant vaccination records on or before August 31; and

(Iii) On or after the completion of the COVID-19 vaccination, the relevant personnel must have been in a residential home for the elderly or a home for the disabled or a day service unit attached to the premises within the period specified in the above condition (i) Employ or provide services to residents or users of the above-mentioned institution/unit through an external service contract.

Those who meet the above conditions can only apply for the "Vaccine Special Allowance" through an institution or unit where they are employed (or provided services under an external contract).

On the other hand, for visitors to institutions, the SWD stated that starting from today, if both the visitor and the interviewed guest have completed the COVID-19 vaccination and presented the relevant vaccination record, the visitor does not need to produce any evidence of negative virus test results before the visit.

If the visitor has completed the COVID-19 vaccination and presented the relevant vaccination record, and the interviewed guest has not completed the COVID-19 vaccination, the visitor must still provide a certificate of negative test results within 72 hours before the visit; or provide the antigen rapidity within 24 hours before the visit Proof of a negative test result.

If the visitor does not or has not completed the COVID-19 vaccination, he must provide proof of a negative test result within 72 hours before the visit.

As for visitors who have not been vaccinated or completed the COVID-19 vaccination or have not held a negative test result within 72 hours before the visit (except for official visitors), if they need to go to the institution for emergency visits due to compassionate reasons, they must be visited two times after the completion of the visit.
