The government yesterday (18th) announced the details of the 5,000 yuan electronic consumer vouchers. The public can receive the consumer vouchers in installments through the four major electronic payment platforms of Octopus, AlipayHK, WeChat Pay HK or Tap & Go. The application will begin on July 4.
According to a survey conducted by the Federation of Trade Unions, 78.3% of respondents aged 55 or above prefer Octopus cards to receive electronic consumer coupons, far exceeding Alipay, which is chosen by 6.4% of respondents.
Lu Songxiong, a member of the Legislative Council of the Federation of Trade Unions, believes that the epidemic has accelerated the development of contactless electronic payment applications, and it has become difficult for the elderly who seldom use electronic payments to integrate into the new trend.
The "electronic consumer vouchers" may further widen the digital divide for the elderly, and it is hoped that the government can introduce measures to narrow the gap.
From May 12 to June 11, the Federation of Trade Unions interviewed 2,228 people aged 55 or above. The survey found that 75% of the elderly respondents who did not use communication and social programs at the same time did not use electronic payments.
The association also pointed out that nearly 80% of the interviewees chose Octopus as the channel to receive electronic consumer coupons. It can be seen that the development of electronic payment in Hong Kong is still in a monopolistic and competitive market. It is worried that it will deprive the elderly of the rights and interests of consumer coupons, because Octopus can generally only be used for Small consumption.
The Federation of Trade Unions recommends that the government should promote electronic payment tool suppliers to reduce or exempt the transaction costs of electronic consumer vouchers to prevent merchants from passing transaction costs on to consumers. It also suggests that the transaction fees obtained through consumer vouchers should be directly rewarded to the public. The government also E-payment tools other than Octopus can be encouraged to provide more user rebates to attract users to use.
