The Environmental Protection Department launched a territory-wide waste paper collection and recycling service last year. Contractors must purchase waste paper from frontline collectors at a price of not less than 7 cents per kilogram.

Concerned about scavenging issues, the organization "Ship Platform" conducted a questionnaire survey on the plan, and found that up to 68.3% of the scavengers surveyed did not know that the government had implemented the plan, while 43.6% of the respondents said that even if the plan was implemented, the income did not change .

The platform believes that the government should increase the price of waste paper recycling to no less than 1 yuan, and urge the government to formulate a policy of friendly treatment of scavengers, such as allocating space for scavengers to legally dispose of the recyclables.

Some scavengers pointed out that they often encounter FEHD staff to clear the site, hoping that the authorities can understand the work of scavengers in recycling waste paper in the community and affirm the role of scavengers.

To improve the quality and quantity of waste paper recycling in Hong Kong, the Environmental Protection Department launched a territory-wide waste paper collection and recycling service last year.

In February this year, the platform conducted a questionnaire survey on the impact of the relevant plan on scavengers.

The platform visited 362 qualified scavengers in 12 regions.

The results found that only 47% of the surveyed scavengers said their income has increased, and in terms of increase, more than half of the surveyed scavengers only increased by less than 200 yuan, and their income was still low.

The price for promoting waste paper recycling is set at 1 yuan or more per kilogram

The survey also asked the scavengers about their views on the price of waste paper recycling. 56.1% of the scavengers surveyed believed that it would be reasonable if the price of waste paper recycling was set at 1 yuan per kilogram.

The platform believes that the government should increase the recycling price to 1 yuan per kilogram or above. It emphasizes that the labor paid by scavengers is not directly proportional to the waste paper recycling price. It also points out that even if the recycled paper price is set at 1 yuan per kilogram, Still at a low level.

The scavenger platform criticized the government for ignoring the contribution of scavengers to environmental recycling, and required law enforcement agencies to gradually relax the law enforcement standards, first deal with general warnings, reduce immediate confiscation and ticket control, and cooperate with non-governmental organizations to re-negotiate enforcement guidelines.
