Collusion to cash out will be blacklisted or have other responsibilities
Regarding how to ensure that consumer vouchers will not be cashed out by returned goods, Chen Maobo pointed out that different merchants have their own return practices, and some merchants can only exchange goods. It is understandable that people who buy unsuitable goods must return the goods.
As for whether there will be any collusion between merchants and customers to "cash out", he said that he knows that the relevant platforms check these "collusion" on a daily basis. If so, they will be blacklisted and even have other responsibilities.
Chen Maobo emphasized that it is up to the merchants to decide whether to refund or exchange the goods. They do not want to add too many checkpoints, which makes it inconvenient for the public to use consumer coupons.
