In a department dominated by the right and the center, Georges Siffredi (LR), the outgoing president of the departmental council, intends to sit down

This article will be updated regularly after the publication of the first results.

The essential

  • At 5 p.m., the participation rate was 23.85% in the Hauts-de-Seine, against 34.82% for the departmental only in 2015.

  • The turnout at 12 noon is 9.1% according to the Hauts-de-Seine prefecture, a sharp drop compared to the first round of the 2015 elections. That year, the turnout for the departmental only was 12.43 % at the same time.

  • The 978,827 voters of Hauts-de-Seine are called to vote this Sunday from 8 am to 8 pm for the renewal of the 46 departmental councilors of the territory.

Or 23 pairs for as many cantons.

For this first round, 126 pairs are candidates.

Among them, thirteen mayors out of the 36 in the department.

The law on the non-accumulation of mandates nevertheless allows them to combine these two elective functions.

  • The departmental majority is currently strongly dominated by the right and the center (LR-UDI-MoDem), which hold 38 of the 46 seats.

The opposition is made up of six elected PCF or related parties and two elected PS.

A balance that should not be changed at the end of the ballot, even if two cantons are likely to switch, Colombes 1 on the left and Montrouge on the right.

  • In a still fragile health context, a strong abstention is to be feared.

During the first round of the last departmental elections, in 2015, the abstention was 53.9%.

Participation will be an essential condition for the candidates who hope to be elected this Sunday evening.

Because it is not enough to garner more than 50% of the votes cast, it is also necessary to total more than 25% of those registered.

For the second round, only the two pairs who came out on top are qualified.

The forces present in the cantons of Hauts-de-Seine

  • Canton of Antony.

In the former canton of Patrick Devedjian, president (LR) of the department swept away by the Covid in March 2020, it is finally the mayor (LR) of Antony Jean-Yves Sénant who is a candidate for the departmental majority, in tandem with the outgoing councilor Véronique Bergerol.

Six other pairs are also in the race.

  • Canton of Asnières.

Seven pairs appear in this canton, including three for the left, disunited.

What benefit the outgoing departmental councilor Josiane Fischer (UDI), who is now a candidate with Thomas Lam (LR).

They are both deputy mayor of Asnières, Manuel Aeschlimann (LR), one of the few Hauts-de-Seine not to claim the dual function.

  • Canton of Bagneux.

It is one of the three Communist cantons of the department, made up of the towns of Bagneux and Bourg-la-Reine. Considering that she had a lot to do in her town, the PCF mayor of Bagneux and outgoing departmental councilor, Marie-Hélène Amiable, decided to hand over to her deputy Hélène Cillières, who forms a pair with PCF senator Pierre Ouzoulias. Their objective is to influence the community, especially on social issues.

  • Canton of Boulogne 1.

Elected in the first round of the last municipal elections, the mayor and 1st vice-president of the department, Pierre-Christophe Baguet (LR), teamed up with Marie-Noëlle Charoy.

In front of them, four pairs, some of them formed by opposition municipal councilors, for what looks like a bis version of the March 2020 ballot.

  • Canton of Boulogne 2.

On this canton made up of South Boulogne and Sèvres, the outgoing pair, formed by the deputy mayor of Boulogne Marie-Laure Godin (LR) and the mayor of Sèvres (DVD) Grégoire de la Roncière, represent themselves.

After a short foray into LREM, Grégoire de la Roncière chose the departmental majority.

  • Canton of Châtenay-Malabry.

The canton of the current president of the departmental council Georges Siffredi (LR), candidate with Nathalie Léandri is made up of three towns: Châtenay-Malabry, Le Plessis-Robinson and Sceaux.

It remains to be seen whether the low turnout will allow them to be re-elected from the first round, as in 2015.

  • Canton of Châtillon.

A town on the right, Fontenay-aux-Roses, and one which has just shifted to the left, Châtillon, make up this canton.

Which way will the scales tip?

The outgoing departmental councilor and mayor of Fontenay Laurent Vastel (UDI), associated, as in 2015, with Anne-Christine Bataille (DVD), will he keep the advantage?

The mayor of Châtillon, Nadège Azzaz (PS), is not a candidate for the departmental but head of the regional list with Audrey Pulvar.

  • Canton of Clamart.

Two towns, Clamart and Vanves. Two mayors, Jean-Didier Berger (Libres!) And Bernard Gauducheau (UDI), candidates on Valérie Pécresse's list for the regional ones. It is therefore Yves Coscas (LR), deputy mayor of Clamart, and Sandrine Bourg (LR), deputy mayor of Vanves, who stand for the departmental majority. Four other pairs are candidates. Whoever wins, two new departmental councilors will be elected.

  • Canton of Clichy.

In the township of Clichy, which records a record number of candidates with eight pairs, the ballot looks like a return match for the municipal elections of March 2020. The outgoing mayor and departmental councilor Rémi Muzeau (DVD), in tandem with Alice Le Moal (MoDem), presents himself against the two opposition groups of the city council. With on one side an EELV-LFI alliance and on the other a PS-PRG tandem. On the starting line also, a pair of LREM and another of former elected officials various right.

  • Canton of Colombes 1.

Defeated in the municipal elections in June 2020, Nicole Gouéta (LR) is keen to stack up on the departmental council.

In front of her, the elected representatives of the majority of Mayor Patrick Chaimovitch (EELV) leave in dispersed order.

With an EELV-PS pair supported by the mayor and another PCF-LFI.

Also in the race, the deputy LREM Bénédicte Pételle.

  • Canton of Colombes 2.

The outgoing tandem formed by Isabelle Caullery and Yves Révillon (LR), mayor of Bois-Colombes, wants to set out again for a new mandate in this canton formed by Colombes sud, Bois-Colombes and La Garenne-Colombes.

Five pairs, including three for the disunited left, are also candidates.

  • Canton of Courbevoie 1.

The outgoing departmental councilor Daniel Courtès (LR), deputy mayor of Courbevoie, is associated with a new partner, Nathaly Lederman (LR), in this canton made up of North Courbevoie and a small part of Asnières . In front of them, two candidacies from the left and a pair of LREM made up of elected opposition members. The development of the banks of the Seine is one of the challenges of this canton.

  • Canton of Courbevoie 2.

Vincent Franchi (LR), the first deputy of Puteaux, is now teaming up with the first deputy of Courbevoie, Marie-Pierre Limoge (UDI), in this canton straddling two towns and the territory of La Défense. The business district is precisely the major subject for the two outgoing departmental advisers, while management and development are now the responsibility of the department.

  • Canton of Gennevilliers.

In this left canton made up of the towns of Gennevilliers and Villeneuve-la-Garenne, the outgoing not being candidates, the ballot will see the emergence of two new departmental advisers.

The mayor of Gennevilliers, Patrice Leclerc (PCF), supports the candidacy of Denis Datcharry and Nadia Mouaddine.

It is also the canton where Christophe Versini, the person in charge of the RN in the 92, presents himself.

His party recorded its best scores in the Hauts-de-Seine there.

  • Canton of Issy-les-Moulineaux.

The outgoing departmental councilor Nathalie Pitrou and Ludovic Guilcher present themselves in a UDI tandem.

Two deputies to the mayor of Issy-les-Moulineaux therefore, to represent the city on the departmental council.

Also in the running: a union duo from the left, another DVD and an RN tandem.

  • Canton of Levallois-Perret.

The new mayor (LR) Agnès Pottier-Dumas, candidate with his first deputy David-Xavier Weiss, tries to double it while until now, it is the local right-wing opposition which sat on the departmental council.

Opposite, a tandem made up of opposition elected officials Lies Messatfa and Frédérique Collet, invested by LREM.

The left, which disappeared from the city council last June, presents a pair of union.

  • Canton of Meudon.

With only three lists, the outgoing departmental councilors -Denis Larghero, UDI mayor of Meudon, and Armelle Tilly, deputy LR of Chaville- can hope to be elected in the first round if the participation is sufficient.

Otherwise, they will have to face in the second round either the RN binomial or that of the union of the left.

  • Canton of Montrouge.

The departmental right wants to recover the only socialist canton of Hauts-de-Seine, made up of the communes of Montrouge and Malakoff. The mayor of Montrouge, Etienne Lengereau (UDI), is therefore a candidate with Frédérique Bassoli. The outgoing Joaquim Timotéo (PS) has forged an alliance with EELV and teamed up with Dominique Trichet-Allaire to keep the canton on the left. But another leftist pair is also in the race, under the PCF-LFI label.

  • Canton of Nanterre 1.

In this canton acquired on the left, the mayor of Nanterre Patrick Jarry (DVG) is once again a candidate, always in tandem with Laureen Genthon (PCF).

Their objective is to influence the social policies put in place by the elected representatives of the majority, systematically reminding them of their obligations.

    Six other pairs are candidates.

  • Canton of Nanterre 2.

The new mayor of Suresnes Guillaume Boudy (LR) was finally persuaded to follow in the footsteps of his predecessor Christian Dupuy (LR), who also sat in the department.

He teamed up with Camille Bedin (DVD) elected opposition member from Nanterre and outgoing departmental councilor for this canton made up of Nanterre Sud and Suresnes.

  • Canton of Neuilly.

Mayor Jean-Christophe Fromantin (DVD) introduces himself with outgoing departmental councilor Alexandra Fourcade (LR).

If elected, the councilor, who will sit within the departmental majority, wishes to take part in discussions on the future of the La Défense business district.

    Four other pairs are candidates.

  • Canton of Rueil-Malmaison.

The outgoing departmental councilor, Rita Demblon (UDI), forms a pair with Xabi Elizagoyen (LR) who is, like her, deputy mayor of Rueil.

They face two center-right pairs, one representing the presidential majority (LREM) and another from the municipal opposition group.

The left, it presents a candidacy of union.

  • Canton of Saint-Cloud.

Garches, Marnes-la-Coquette, Saint-Cloud, Vaucresson, Ville-d'Avray. It is the only canton made up of five municipalities. Two mayors, Jeanne Bécart (LR), mayor of Garches and Eric Berdoati (DVD), mayor of Saint-Cloud, form the duo of the departmental majority.
