The once planned release in 2026 has long been off the table, as detailed changes and security improvements to the planning have made a so-called plan change procedure necessary.

That started a year ago and will probably last at least the whole of 2021.

The changed documents were available in July of last year, and dozens of comments were received from authorities and citizens by the end of the deadline in the second half of August.

According to Raphael Zuber, Head of the Tunnel Department, the State Building Authority has already worked through and assessed these statements.

Except for one: that of the Weilheim water management office.

The authority had a whole set of questions.

Additional documents and data are required for the assessment, says Zuber at the request of the Starnberger Merkur.

"We are just catching up on that." The water management office made many comments, for example, on interfering with water flows - "justifiably", as Zuber emphasizes.

“We're not starting again,” he explains.

Rather, the building authority compiles further data.

That will probably take until autumn.

Water authority surprises building authority with requirements

The tunnel construction involves many water law issues, explains Roland Kriegsch, head of the Weilheim water management office. It is a "completely normal process" that detailed documents are requested so that the water management authority can examine them as an expert. The project is very complex and comprehensive and requires intensive examination. In the cooperation with the building authority "everything is in the green". Neither Kriegsch nor Zuber went into detail.

According to reports, however, the state building authority was somewhat surprised by the amount of demands made by the water authority. However, it is not surprising that the water management office has a few questions about the plan changes - among other things, another culvert for groundwater diversion was added to the tunnel plan at Almeidaweg. Other measures, including the culverts of the previous planning, have already been examined in the planning approval procedure.

The changes now also include safety equipment such as the fire brigade elevators, the fire fighting system, access zones for rescue workers or the relocation of all emergency exits to the north side of the tunnel (previously only one had been planned to the south). The government of Upper Bavaria is in charge of the plan amendment procedure, at the end of which it will issue a notification of the changes, which may also contain modifications based on the comments received.

Press spokesman Wolfgang Rupp on the status: “The government of Upper Bavaria received around 100 statements and objections in the course of the proceedings. The comments and objections received were sent on September 3rd to the Weilheim State Building Authority as the developer with a request for comments. The developer is currently still examining the objections and statements and preparing his statement. ”And how long does it take? Rupp emphasizes that "statements on the further progress of the project" are not possible. That also depends on whether changes are made to the plans after evaluating all statements.

As always since the beginning of the plan change procedure, Raphael Zuber also remains cautious, but assumes that it will take even longer. Roland Kriegsch cannot provide any information on the duration of the tests by his authority - he does not even have the data yet. In a city council meeting in Starnberg, which is planned for July 1, the state building authority wants to report on the current status of the B 2 tunnel.
