The Union parties CDU and CSU agreed on a joint program almost 100 days before the federal election.
It was a "push for modernization for Germany," said CDU party leader and candidate for chancellor Armin Laschet at the presentation in Berlin.
In essence, the program is about a »triad« of climate protection, economic strength and social security.
The text with the title "Program for Stability and Renewal - Together for a Modern Germany" comprises a total of 139 pages.
Despite the massive national debt, no tax increases are planned and the debt brake is to be retained.
At the presentation, Laschet and CSU boss Markus Söder were optimistic - and attacked the AfD and the Greens.
"People are only waiting for something that one expects," said Laschet, referring to the fact that the political competition has already presented its election programs.
Germany is facing major changes, said Laschet, referring to climate change, digital change and demographic change, among other things.
"We must not just react to this change of epoch, we want to actively shape it."

The corona pandemic has shown that this is possible with the rapid implementation of the home office.
"The phrase 'doesn't work' was history in many places," says Laschet.
»I want it to stay like this: 'Can't do' is no longer possible with us!« Germany belongs »to the top when it comes to climate protection and it has to be more defensive« - for example against pandemics.
With regard to the AfD, Laschet said: "We will do everything we can to make this party as small as possible again in elections."
CSU boss Markus Söder attacked the Greens when the program was presented.
Their soaring is over.
"The Germans do not trust the Greens to hold the Chancellery," said Söder.
They have "a lot of ideas, but no experience."

“You can also do green politics without the Greens.
We don't need them, we can do it ourselves, ”said Söder.
He also emphasized that much in the country had to be modernized.
"We want to give Germany a warp drive."
"Everything has been processed, everything has been cleared out," said Söder of the competition he had fought with Laschet for the Union candidate for chancellor.
It is thanks to Laschet's »Performance« that the gap in the polls between the Greens and the Union is growing again.
"We'll rock it together," said Söder.
