The first alternative that will be presented in the cabinet is in a situation in which about 300 critically ill patients will be hospitalized - an order will be given to reduce gatherings and wear masks in the public space. This alternative, according to which at this stage the guidelines continue to be eased, is appropriate for the fact that there are few critically ill patients in the country, including 80% who are not vaccinated, and for the fact that the vaccine is estimated to be more than 90% effective against severe morbidity and mortality. On the other hand, the Ministry of Health will argue to the ministers that hospitals are full due to various viruses, and despite the high percentage of vaccinated, there are still many who are not vaccinated - so such an action plan could drag the system into dizziness and lack of epidemic control.



The second alternative, which the ministry's senior officials will recommend, is to reduce morbidity by proportionate means, so that if the number of verified people reaches a thousand on a weekly average on a weekly basis, the tightening of crowd restrictions and wearing masks in the public space will be tightened. The office will insist on not reaching a thousand infected people a day, because then there will be no effective option for amputating the infection chains.



The Ministry of Health believes that most cabinet members see the situation face to face with them, and are expected to approve the second alternative - that of reducing morbidity.

However, there is a fear that the new government will have difficulty meeting the decisions it will make, as happened with the previous government.



To this end, the Cabinet of Experts, which has reconvened following the increase in the rate of infection, will summarize some practical recommendations: vaccinating hundreds of thousands of at-risk populations who have not been vaccinated so far, who must now be told that the risk is real again;

Voluntary transfer of children and youth activities to the open air;

And later consider returning to the green mark.

Government approved: Fines for returnees from banned countries

The government earlier in its weekly meeting approved Ministry of Health regulations to deal with the corona virus. These include, among other things, the requirement that every Israeli passenger over the age of 16 at Ben Gurion Airport be required to fill out a declaration before leaving Israel, stating that he does not travel to one of the countries to which departure has been prohibited, unless approved by the Exceptions Committee. They will be required not to allow a passenger without a declaration to board the plane, and it has also been determined that departure to a country that is prohibited in violation of the regulations will constitute a criminal and administrative offense, and will result in a fine of NIS 5,000 for a passenger returning from such a country.



It was also agreed that air crew members would be able to receive an exemption from a corona inspection at the entrance to Israel, as part of a surveillance by the air operator, subject to performing a corona inspection weekly and as long as they did not leave the airport if they were at maximum risk.

It was further decided that the person in charge of a minor (under the age of 12) who prevents the minor from performing a corona examination will be defined as having committed a criminal offense and will be given an administrative fine of NIS 3,500.



In addition, the Ministry of Health announced that Belarus and Kyrgyzstan had been added to the list of countries with a severe travel warning, and that the Maldives and Nepal had been removed from the list.

The list of countries with a severe travel warning currently includes the following countries: Uganda, Uruguay, UAE, Seychelles, Ethiopia, Bolivia, Belarus, Namibia, Paraguay, Chile, Colombia, Costa Rica, Kyrgyzstan and Tunisia.



In addition, the exit of Israeli citizens and residents, with the exception of exceptions approved by the Exceptions Committee, is prohibited for countries at maximum risk: Argentina, Brazil, South Africa, India, Mexico and Russia.
