"Village House King" Wang Guangrong was arrested by the ICAC in March when he was involved in the arbitrage case.

"Hong Kong 01" found that he had planned to expand the territory of the village house kingdom to Tianxin Village in Pat Heung, and more court documents disclosed the details of the contract and profit sharing.

The project was estimated to have a market value of 350 million yuan, but in the end it hit a rock, and 23 men withdrew their housing application. The cooperation between the king and the landlord broke down and the court went to court.

Some males who have been awarded the small house license bluntly said that it is "everyone's secret." Some males have agreed with Wang Guangrong to use one or two floors of small houses as remuneration instead of the cost of building a house.

The Lands Department does not comment on the progress of the investigation, stressing that small house licensees must ensure that they have never agreed with anyone to deal with the relevant lots and small houses by means of transfer, assignment, etc.

Wang Guangrong, known as the "Village House King," under his "Heng On Development" used to suspect the development of several housing estates such as Xiaomen, Wah Lok Mansion, and Xiaofeng, but was arrested and investigated by the Independent Commission Against Corruption in March this year.

It is recommended that guests buy land and lobby for cooperative development

Fordadoor Limited (Fordadoor Limited) filed a lawsuit against Wang Guangrong, his wife Lin Qimei as directors, and 28 males for breach of contract in relation to the development of a small housing estate in Tianxin Village, Palxiang.

According to the filing, Wang Guangrong and Xu Jiongxin, director of the plaintiff company, have known each other for many years and acted as his solicitor.

In the early 1990s, Wang Guangrong informed Xu You of the sale of the land involved, recommended him to buy it, and proposed to develop village house estates there.

The contract states that Wang Guangrong can be divided into 170 million yuan

According to the agreement signed by the two parties in 2006, the landlord Xu Jiongxin only needs to provide the land, and Wang Guangrong is the project developer, responsible for purchasing 27 qualified Ding rights in Palxiang, investing and constructing 27 new small houses, and rebuilding an old small house , In order to develop into a consistent style housing estate.

The contract further stipulated that Wang Guangrong had to "complete all the procedures for the set of 27 rights."

The contract discloses that the construction cost of a small house is not less than 1.2 million yuan. After the completion of the housing estate, the landlords Xu Jiongxin and Wang Guangrong will be divided into 9 and 18 new small houses respectively, and the rebuilt small houses will be divided equally.

After the entire housing estate is completed, it is estimated that 351 million yuan will be cashed out after the sale. After deducting the costs mentioned in the contract, the estimated profit is 285 million yuan, and Wang Guangrong can be divided into about 170 million yuan.

Wang Guangrong claimed that the government changed its policy to make Tao Ding illegal and was accused of breach of contract

However, Xu Jiongxin accused Wang Guangrong of failing to apply for building licenses for all the males, nor did he pay an administrative fee of about 150,000 yuan for the 21 males who were approved. As a result, by 2015, only one person in the lot involved obtained a license.

Later, Wang Guangrong, who originally called the arbitrage legal, told Xu Jiongxin that the government had changed its policy on the small house, making the arbitrage contract illegal, and Wang Pan wrote to the Lands Office to cancel all housing applications.

Xu Jiongxin later filed a lawsuit against Wang Guangrong for breach of contract, demanding that the other party return the land, and then accused Wang that from beginning to end he had no intention of fulfilling his promise and cooperating in development.

The reporter contacted Xu Jiongxin about the incident, but his daughter refused to respond.

24 males applied to build a house, 23 withdrew

According to the Lands Department, the Yuen Long Lands Office received a total of 24 housing license applications involving the relevant lot, and approved 23 of them from 2011 to 2016, all of which were paid in full, but all of them withdrew their applications in 2016. .

In the approved cases, two males had already signed their licenses with the Department before requesting to revoke them. Therefore, after the Department had revoked their licenses, they would be deemed to have exercised their rights.

Male: Some people agree to build a house with Wang Guangrong

The reporter found one of the males surnamed Zhang who had revoked his license. He said that he had hoped to build a house for his own use, but he knew that there was an agreement between a male and Wang Guangrong to build a house.

He pointed out that the males would pay for the construction of some small-house floor units: "Some are built, and the real estate developer (Rongjia Construction, also known as Hengan Development) requires two floors. The males don’t need a cent. Come out and give Ding Ming to the real estate developer to build the house."

He also said that many males are using this model to build houses in agreement with real estate developers, and described this as a kind of "everyone's secret."

Asked whether the twenty-odd males in Tianxin Village agreed to build houses in this way, Mr. Zhang pretended to be mysterious and said: "As far as I know, this is part of the situation, but I can't say who is like this."

Mr. Zhang pointed out that he thought it would be profitable to rent out the unit after it was completed, but the project was bumping into walls everywhere.

"The right of way was not agreed at the time, so after more than ten years, it couldn't be built. There are still many different problems. At least 20 males cooperated with him (Wang Guangrong), and they cancelled or did not build the house." He said. He finally gave up due to insufficient funds.

The reporter once asked Yang Jintan, a witness for Mr. Zhang's building license and a representative of Yuangang New Village residents, about the incident, but he refused to respond.

Male said that 800,000 yuan to buy land is not listed in the land registration of 100,000 yuan

According to the records of the Land Registry, Mr. Zhang is still the sole owner of the land involved in building the house, but he said that the land has always been owned by Rongjia Construction (namely, Hengan Development, founded by Wang Guangrong). Registered 100,000 yuan: "About 800,000 yuan, I still haven't counted it when the cooperation was terminated."

Mr. Zhang said that he had lost more than 100,000 yuan in legal fees. The landlord also accused the landlord of the failure to build the house. However, he said that he was not worried about the lawsuit and pointed out that "Qu Su (Rongjia Construction) will help me troubleshoot."

He also pointed out that he did not agree with the landlord’s accusation against the arbitrator: "He (the landlord) is now unable to negotiate with the development and wants compensation, so he said that the arbitrator is breaking the law. We are only cooperating."

When Mr. Zhang applied for a house building license, he was witnessed by the representative of the residents of Yuangang New Village, Yang Jintu.

The reporter had asked him about the incident, but he refused to respond.

According to the records of the Land Registry, Mr. Zhang is still the sole owner of the land involved in building the house, but he said that the land was never in his hands and the agreed purchase price is also different from the registered land price.

After the termination of the cooperation, Hengan still has a suspected completion of the small housing estate

Although the landlord reported that Wang Guangrong claimed that Taoding had become illegal in 2016, but according to the information, it was built by Wang Guangrong's Hengan Development, Xiaoyu, Baiyu, Fuyi Tianfeng and other villages suspected of being involved in Taoding. The housing estates were built and put on sale later, which is inconsistent with the statement when the development of Tin Sum Village was terminated.

The reporter has inquired with Wang Guangrong and Baiyu Co., Ltd. about the incident, but has not received a reply so far.

The reporter once went to Park Royal Co., Ltd. and the address of Wang Guangrong’s companies in Tai Chi Ling Village, Yuen Long, to find out. Some people working there said that Wang Guangrong rarely appeared, but refused to call the staff of the company involved to come down to respond to the incident. Only willing to hand the enquiry letters to the staff for reporters, while the other office is heavily locked.

Lands Department: Do not comment on the progress of individual case investigations

When the Lands Department responded to "Hong Kong 01", it did not disclose whether it had received any complaints about the lot involved.

Asked whether the lot involved has been investigated for arbitrage, the department only stated that in order not to affect the investigation, it would not comment on the investigation progress of individual cases.

The Department emphasized that the small house building license requires the licensee to ensure that it has never made or agreed with anyone to transfer, transfer or otherwise deal with the building lot and related small houses.

When applying for a license, a male must also declare in the statutory declaration that he is the only legally registered owner of the lot.

The Department also stated that if there are reasonable grounds to suspect that the case is involved in arbitrage, deceiving the Lands Office to issue a small house contract with dishonesty, or breaching the guarantee clause, it will be referred to law enforcement agencies for follow-up.
