The Observatory's Assistant Director (Weather Forecast and Warning Service) Chen Pak-wai, attended the radio program this (29th) morning and said that the black rain warning had been issued as soon as possible yesterday.
He explained that the yellow rain can warn the situation in the next hour at the longest, but the red rain and the black rain change rapidly and may not be issued early, otherwise it may become a false report.

He pointed out that the Observatory issued a special weather alert at 4:15 in the morning yesterday and has been keeping an eye on changes and trends in rainfall.
Regarding the public's dissatisfaction with the hasty arrangements for the black rain yesterday morning, which caused the wage earners on the way to work to be quite embarrassed, Chen Baiwei said that the observatory had issued a black rain warning as soon as possible.
