Russia has warned against attempts by some countries to impose their own “rules of the game” in the information field and justify them as “preemptive cyber strikes” against other countries.

Russia's permanent representative to the United Nations, Vasily Nebenzia, said during a meeting of the UN Security Council today to discuss the issue of cybersecurity, as reported by TASS, that "there are parties trying to impose on the council unilateral readings of agreements reached in the platforms concerned with international information security of the United Nations General Assembly." He explained that the talk is about the tendency of some countries to “justify the application of unilateral pressure on other countries and the imposition of sanctions on them, as well as the possible use of force against them, through the manipulation of previous agreements, including on the international legal aspects of the use of media and communication technologies.”

Nebenzia pointed out that what is of great concern to Russia is "the aspiration of some technologically advanced countries to militarize the information field by promoting the concept of preemptive cyber strikes, including on critical infrastructure."

The Russian delegate pointed out that these confrontational theories contradict the declared adherence to the member states of the Security Council to prevent conflicts in the use of information and communication technologies, adding that Moscow sees in these attempts the concerned countries' efforts to impose their own "rules of the game" in the information field.

Nebenzia stressed Moscow's determination to confront attempts to use the UN Security Council to review what was agreed upon in the platforms of the General Assembly.

Last April, the Russian Foreign Ministry announced that Moscow would respond to possible US plans to launch cyber attacks on Russian infrastructure.
