The situation of Argentines stranded abroad and the controversy over

the quota of 600 people

per day authorized to enter Argentina set by the Government again generate tension between the Casa Rosada and the City. After deficiencies in the controls of porteños emerged, who received calls to corroborate if they were fulfilling the isolation while they are still unable to return to the country, from the Nation they demand that the administration of Horacio Rodríguez Larreta adjust the operations or implement

the model of Axel Kicillof

, who

imposed a four-day quarantine in hotels

and another three days at home for all Buenos Aires residents who travel since Thursday.

With the focus on "delaying the entry of the Delta variant as long as possible," the claim of Alberto Fernández's administration has to do with the composition of the mass of Argentines who travel abroad: according to the sworn statements signed by the passengers,

45 percent reside in the province of Buenos Aires while 32% belong to the City

.

In other words, between the two districts they gather 8 out of 10 travelers.

"The problem is not that they travel, but

that they do not comply with the quarantine when they return,

" they say from the Government, where they emphasize that the measure was adopted after two official reports that revealed serious breaches: the first reflected that 4 out of ten Argentines who returned from abroad did not respect the isolation and the second, two weeks later and with that antecedent, that the figure had barely dropped to 32%.

Although the quota obeys a health strategy, drawn up by the Minister of Health,

Carla Vizzotti

, and arranged by the Chief of Cabinet,

Santiago Cafiero

, it is from Migrations where the measure is implemented and, consequently, its head,

Florencia Carignano

, is one of those responsible for defending it publicly.

"

The measure is temporary

in order to allow the jurisdictions a better organization of controls," explains Carignano in dialogue with

Clarín

.

Aim at Larreta

After Kicillof's decision, which decreed that as of July 1, Buenos Aires citizens who travel abroad must sign an affidavit in which they undertake to isolate themselves for four days in a hotel and three days at their homes when they return to the country,

Carignano places emphasis on the Buenos Aires administration.

Governor Axel Kicillof, at a recent press conference.

La Rosada alienates herself with him.

"If the City does not implement the hotels, it must inform how it will adjust the controls since non-compliance in the district is 40 percent and

telephone control does not seem to be the solution,

" he says.

“When we go to homes,” he adds, “we find a major breach and we make the corresponding complaints.

I don't know how many complaints the City filed ”.

Although he did not make it explicit, he hinted at the suspicion that for several days national officials have been spreading -always under his breath:

that the Larreta administration did not denounce breaches or applied fines

.

Before

Clarín's

specific query

, Buenos Aires spokespersons admitted not having the exact number of complaints made.

The Carignano crossing does not remain in the discursive but goes beyond, to the heart of the measure.

As this newspaper published

, the Government admits that if "serious controls" are carried out to guarantee compliance with isolation, it can make the quota more flexible. "The paradox is that if the City implemented hotels like the province of Buenos Aires, as between the two they concentrate the largest number of people who travel abroad,

this will allow us to solve the quarantine control and increase the frequencies of flights

", maintains the official who reports to the Minister of the Interior, Eduardo “Wado” de Pedro.

From the City they remain firm in the position of

not forcing passengers to quarantine in hotels

.

"We were the first to do it last year and now everyone who tests positive is isolated in a hotel, but the neighbor who tests negative goes home and we control him several times," they respond to the questions.

No changes until July 9

Likewise,

the Government will not make changes until July 9

, when the DNU signed by Fernández expires.

But going forward, the number could be made more flexible.

It is that at the same time, as happened with other strains, in Balcarce 50 they resign themselves to the fact that sooner or later the Delta is going to enter.

In any case, although there is no figure in dance, sources have argued that reversing the measure and re-allowing the 2,000 daily passengers that entered until last Friday is not analyzed either.

That would maintain the delays in the return of more than 30 thousand Argentines who remain abroad.

However, in the Government they recognize that "

reducing frequencies is not a nice measure for those who travel

", but they do not escape the discussion.

"We are prioritizing that the shops remain open, that people can go to work, that the children continue in school, that restaurants can have their doors open," Carignano reviews the different activities that could be affected by eventual closures quarantine before the advance of the new strain.

"All passengers were warned that this possibility existed and

we prioritized 99% of Argentines who are in the country and their activities

", remarks Carignano. On this point is that the Government supports to clarify why it does not consider stranded passengers who cannot return due to the quota and differentiate the delays to the situation of Argentines who in March 2020 were affected by the closure of borders.

In this sense, there is no shortage of criticism of the opposition for the reaction to the controversy. “Trying to make believe that it is a problem with those who travel to a certain destination in particular and trying to politicize the issue is irresponsible.

Two weeks ago we suspended flights to destinations in Africa

due to another dangerous variant and no one thought of raising an ideological question ”. Carignano affirms it, with a certain irony, but it is repeated by officials from different wings of the Government.
