In the Dominican Republic, the Emergency Operations Center declared the country's 32 provinces on alert for the arrival of Hurricane Elsa.

In the Dominican Republic, the Emergency Operations Center (COE) declared this Friday the 32 provinces of the country on alert for the arrival of Hurricane Elsa.

Five of the provinces are on red alert;

16, in yellow and 11, in green.

According to the COE, the alert is declared for "possible flooding of rivers, streams and ravines, as well as sudden or urban floods, because projections continue to indicate that Elsa will be moving near the southern coasts of the Dominican Republic during Saturday." .

With a green alert, the "population must be aware of a possible atmospheric phenomenon", according to the COE.

In the case of a yellow alert, the "population must be prepared for the event and go to a safe place in case it is in a risk zone".

The red alert, meanwhile, is for "areas exposed to greater danger", where the population must be ready for the storm, have an emergency kit and be in a safe place before and during the phenomenon.

Elsa strengthened significantly on Friday morning, becoming the first hurricane of the 2021 season.

Elsa has sustained winds of 136 km / h, with gusts of up to 169 km / h, according to the National Hurricane Center of the United States.
