The Congress of the Mexican state of Hidalgo approved declaring bird fighting —including roosters— as intangible cultural heritage and classifying this activity as in the public interest.

However, environmental organizations and animal defenders protested the approval of this initiative, considering that no one should decide on the life of other species and that violence will never be the cultural heritage of Hidalgo.
