July 1 is the 100th anniversary of the founding of the Communist Party of China. President Xi Jinping declared at the celebration meeting that the country "has built a well-off society in all respects and has historically solved the problem of absolute poverty."

The Hong Kong accountability officials are guests of the conference, and they should appreciate that the country cares so much about improving the well-being of the people.

Through this celebration, I hope to inspire them to change their policies in the future, and regard alleviating poverty, sharing prosperity, and improving people's lives as the mission of the government and officials.

Xi Jinping’s speech at the celebration meeting lasted about one hour. Most local media focused on the political part of the speech, including the CCP’s realization of leading the great rejuvenation of the Chinese nation, never allowing foreign forces to oppress the country’s people, and determination to defend national sovereignty and territorial integrity. In fact, it is even more significant to declare that the country has built a well-off society in an all-round way.

Xi Jinping pointed out that China will gradually build a moderately prosperous society in an all-round way, basically realize socialist modernization, and eventually become a prosperous, strong, democratic, civilized, harmonious and beautiful modern socialist country.

Posting online is not as good as sitting on words

The main Hong Kong officials attending the party celebration included Financial Secretary Chen Maobo.

He posted on social media the same evening, saying that he was able to witness the country’s announcement of the completion of a moderately prosperous society, which is "exciting and unforgettable." He also proposed that Hong Kong people should "fully and accurately implement one country, two systems, and make every effort to resolve the deep-seated contradictions in society. Difficulties and pain points of the people's livelihood in society, enhance the sense of gain and happiness of citizens' lives, and promote Hong Kong's better integration into the overall development of the country."

Although the Hong Kong issue requires the joint efforts of the whole society to solve it, the government with public power and resources should take the lead in solving the difficulties of the citizens.

Like the deep-seated contradictions he mentioned, the most prominent ones are the unfairness of housing, land, and taxation. These are clearly the areas that he has the right to deal with on his own.

According to common sense, the Chief Secretary for Administration can definitely request the Development Bureau to make good use of Hong Kong’s idle land to build houses, stabilize property prices and improve people’s livelihood facilities. Taxation by the lower class narrows social inequality from taxation.

It is a pity that Chen Maoboning chose to write a short essay on the Internet, but did not really implement the above measures.

Hong Kong people are not happy

Let's talk about the difficulties and pain points of society and people's livelihood. Hong Kong's related problems must be led by the disparity between the rich and the poor.

Compared with the absolute poverty solved by the state, Hong Kong is mainly faced with relative poverty.

Even if the Labor and Welfare Bureau is not directly under the treasurer, he should be able to take the initiative to discuss with the bureau how to further improve the secondary distribution and make the best use of tax distribution to achieve the effect of poverty alleviation.

Of course, the Bureau of Labor and Welfare should take the initiative to regard the poverty line as an indicator of poverty eradication, and bring poor households back to the poverty line through methods such as welfare, increasing the minimum wage, and upgrading basic skills.

As for the sense of gain and happiness in the lives of citizens, it is obvious that the current government has not achieved much.

In May last year, the Hong Kong Family Welfare Association released the "Hong Kong Family Happiness Index" based on the results of residents’ interviews. Generally speaking, the happiness level experienced by Hong Kong families was only 6.23 points in the "normal" range. "Department" and "Life Balance" are 4.10 points and 4.45 points of the "poor" level.

Research by the Institute of Asia-Pacific Studies of the Chinese University of Hong Kong also shows that the Hong Kong Quality of Life Index has dropped from 106.57 points in 2017 to 101.39 points in 2019 for two consecutive years, reflecting the decline in the happiness of citizens in all aspects.

The CCP regards the realization of a well-off society in an all-round way and the resolution of poverty as its governance goals, and finally achieved major success. In Hong Kong, which belongs to the Chinese territory, government officials should also show the same determination to truly tackle local poverty and people’s livelihood issues. Instead of just repeating mainland slogans but not knowing how to sit down and act.
