The vaccination plan has been launched since February, and the plan has been implemented for more than 100 days, but the vaccination rate in the hospitals has not improved much.

The Secretary for Labour and Welfare and the Secretary for Food and Health have all pointed out that the vaccination rate among residents in residential homes is low.

"Hong Kong 01" learned from different residential care homes for the elderly and found that the administrative procedures of the authorities were suspected of failing to cooperate in time, causing some elderly people to "stuck" in the assessment process, let alone carrying out vaccination.

In addition to the low willingness of the elderly to be vaccinated, Chen Zhiyu, chairman of the Elderly Services Association, said that the government’s implementation of outreach vaccination in residential homes has slowed down. The industry has submitted a list to the Social Welfare Department as early as the end of March. In mid-June, he has not yet been provided with assessment services; as for the two homes he owns, some of the elderly have not yet been assessed in one of them, and the assessment in the other is completed in June, and suitable residents are only available in mid-July Vaccination.

According to the industry, it is more practical to encourage more staff in residential institutions to get vaccinations, and up to 60% of staff in residential institutions receive injections.

According to the government's arrangement, the elders who have not been evaluated by the outreach medical team will not start the vaccination procedure.

"Hong Kong 01" is now inquiring with the Labour and Welfare Bureau and the Social Welfare Bureau. So far, how many elders in residential institutions have not been assessed.

Under the "Outreach Vaccination Arrangements for Residential Homes", all residential homes in Hong Kong responded to the SWD before March 22 to inform residents of their inoculation wishes.

The Secretary for Labour and Welfare, Luo Zhiguang, published a blog earlier, mentioning that as of the end of May, only 2,261 residents had received at least one dose of the vaccine, accounting for only 3% of all residential residents in Hong Kong.

In terms of staff, there are only 9,368, accounting for about 23% of the total, describing the vaccination rate in residential institutions as "very low."

The Director of the Food and Health Bureau, Chen Zhaoshi, mentioned related issues on the radio program yesterday (4th), saying that he would continue to think of ways to relieve the elders’ worries.

Under the "Outreach Vaccination Arrangements for Residential Homes", all residential homes in Hong Kong responded to the Social Welfare Department before March 22, stating the residents' willingness to be vaccinated.

If you choose BioNTech, the community vaccination center under the responsibility of the Hospital Authority will arrange an outreach team composed of medical staff to the institution to vaccinate the residents who have agreed to the vaccination; if you choose the Kexing vaccine, the Department of Health will use the hospital Registered doctors attending the hospital vaccination plan to vaccinate residents.

Asked about the low vaccination rate in the homes, Chen Zhaoshi, director of the Food and Health Bureau, said that he would continue to think of ways to relieve the elders’ concerns.

Chen Zhiyu: Employee inoculation is more important and can be used for protection

Chen Zhiyu, chairman of the Elderly Services Association, said that in March, he had submitted a list of residents who would like to be vaccinated to the Social Welfare Department. There are not many people who intend to be vaccinated, and even fewer elderly people can be vaccinated after evaluation. He said that he still learned about it in mid-June "There are homes that have not even been evaluated."

He said that he owns two homes. In one of the homes, the government is only for the evaluation of senior citizens who intend to inoculate Fubitel. If the elderly want to be vaccinated, the evaluation time has yet to be arranged.

As for the other home, the assessment was completed in June, and the suitable residents will be vaccinated with the first dose of Kexing and Fubitai vaccines in mid-July.

He believes that many family members are not at ease when the elderly are getting older. "If you have no confidence, family members will always have concerns." He believes that employee vaccination is more important and can be used for protection.

He said that the employee vaccination rate has been on the rise recently, and it is estimated that it has risen to three or four adults who have been vaccinated. The industry will also launch a big lottery program in September to encourage more employees to get vaccinated.

Li Hui, member of the Elderly Services Association: The vaccination rate of staff in residential institutions is 60%

Li Hui, a member of the Hong Kong Association for Elderly Services and who owns 8 private homes, said that since the SWD introduced a vaccine subsidy of 800 yuan, coupled with the tightening of testing arrangements, the vaccination rate of employees has increased significantly. The overall vaccination rate of its employees is about 40%. An ideal home can even reach 60%.

She said that the vaccination rate for the elderly is still not as good as expected. "The family is worried. Maybe the brothers and sisters are not making up their minds." "The fifth wave (epidemic) won't know when it will be killed. Once the institution breaks out, the medical system will be destroyed. "I think the government should give more explanations to dispel social misgivings, and seize the time as soon as possible, so as not to overlap with the regular influenza vaccination period in November.

Lam Ching-choi, member of the Task Force on Vaccination Program and Chairman of the Elderly Affairs Committee, said that it is now necessary to promote the concept of "Influenza vaccination, you can get the new crown vaccine" to the residents, family members, staff, doctors, etc. The law is deeply ingrained, and we must gradually return to it." He also mentioned that there are no new tricks to boost the vaccination rate of hospitals.

In the fourth quarter of each year, nursing homes for the elderly continue to carry out influenza injection programs. When asked whether residents can receive flu injections and new crown vaccines at the same time, Lin Zhengcai said that in the past there was a “left-flowing right lung” practice, that is, flu injections with left hand and pneumonia injections with right hand. The streptococcal vaccine revealed that the scientific committee of the Center for Health Protection is reviewing the data on the flu shot and the new crown vaccine at the same time. If feasible, it is believed that it will help increase the vaccination rate.

The Hong Kong College of Physicians suggested earlier that the authorities should allow people aged 60 or above to get injections without making an appointment.

Lam Ching-choi said that the logistics problem has been dealt with now, and it can be implemented for the convenience of the public after completion.
