Entering July, the district councillors who affected the fate of more than 200 pan-democrats swore an oath to enter the countdown.

According to the latest news, there are a total of four types of people who fell into the DQ negative list. In addition to participating in the primary elections of the democratic parties and signing the "Mo Luo Wu Regrets" protest position statement, they signed the "Hong Kong People's Request for Suspension of Independent Customs Territory Status" in the middle of last year. The Department’s statement and the display of the slogan "Recover Hong Kong, Revolution of the Times" in the councillor's office are also likely to be deprived of the qualifications of district councillors.

According to people familiar with the matter, excluding the more than 40 pro-democratic district councillors who have resigned, there are still more than 200 pan-democratic district councillors in the DQ minefield. The government is determined to recover all salaries and allowances from them since they took office in early 2020. , It is estimated that each person involved more than 1 million yuan, some people may face bankruptcy because of this.

In the primary election of the democratic camp in July last year, some district board members set up service stations with their offices to assist citizens in voting.

Voluntary resignation can avoid salary recovery

If the relevant district board member voluntarily resigns before the DQ, will the result be different?

The politician who knows the situation said that since he has resigned, the authorities are not expected to examine whether he has violated the negative list. The case will be "frozen" and not processed, in a disguised way to avoid being repaid.

Last year, the monthly salary of district councillors was 35,070 yuan. This year, it will be adjusted to 35,000 yuan. If from January last year to June this year, each district councilor will repay 630,000 yuan in salary; and the operating expenses allowance of the office of the councillors will be used up. 46,000 yuan per month, totaling 830,000 yuan in 18 months.

The sum of these two sums is nearly 1.5 million yuan. If you add a one-off ceiling of 120,000 yuan for the establishment of a negotiation allowance, and a monthly miscellaneous expense allowance and medical allowance of nearly 8,000 yuan and 3,000 yuan respectively, the repayment amount is equivalent It is huge. For many fledgling or blessed pan-democratic district councillors, it may be difficult to repay and face bankruptcy.

Whether a large number of democratic district board members will resign in the short term will be the focus.

Four types of behavior fell into the negative list as the primary election "webmaster" is also a minefield

In fact, the number of people in the DQ minefield is huge.

According to the news, the government, after detailed research, has determined that the following four types of actions involve violations of the provisions of the negative list, including:

(1) Participation in the primary elections of the democratic parties, the latest scope includes all persons listed on the candidate list and lent members’ offices as voting stations, as well as those who voluntarily serve as “stationmasters” during the primary elections, who are involved in “making damages or There is a tendency to damage the political system and order in the Basic Law dominated by the Chief Executive";

(2) Participating in the signing of the "Mo Luo Wu Regrets" protest position statement, involving "damaging or tending to damage the basic law's political system and order led by the chief executive", in which the Civic Party and the New Democratic League signed in the name of the whole party, Therefore, it is difficult for all the district councilors of the two parties to take care of themselves;

(3) In May and June last year, he signed the "Hong Kong People's Request for Suspension of the Independent Customs Territory Status" joint statement, which involved "seeking foreign governments or organizations to interfere in the affairs of the Hong Kong Special Administrative Region";
