There will be three important elections in the coming year, including the election of the Election Committee subsector in September, the election of the Legislative Council in December, and the election of the chief executive in March next year.
The new election system stipulates that the above three elections will have a candidate qualification review committee to review the qualifications of candidates.
"Hong Kong 01" reported this morning (6th) that the new Chief Secretary for Administration, Li Jiachao, will serve as the chairman of the Qualifications Examination Council and will be the gatekeeper for candidates.
Chief Executive Carrie Lam Cheng Yuet-ngor announced before attending the executive meeting this morning that Li Jiachao will be the chairman of the Council. Official members include Secretary for Constitutional and Mainland Affairs Zeng Guowei, Secretary for Security Tang Bingqiang and Secretary for Home Affairs Xu Yingwei; non-official members include former Basic Law Committee Deputy Director Liang Aishi, Former Standing Committee Member of the National People's Congress Fan Xulitai, and Former Principal Liu Zunyi of CUHK.

Lam Cheng: 3 people are not elected committee members and have no party background
Carrie Lam said that official members must be principal officials nominated by the Chief Executive and appointed by the central government under Article 48 of the Basic Law. As for the above three non-official members, she believes that they fully meet the requirements: "They are loyal to the country and to Hong Kong. Responsible and committed, they will not be members of the Election Committee. They have no political background and high social status. I am very grateful that all three of them have accepted the invitation."
According to the draft to improve the electoral system, the qualifications of the election committee, chief executive, and legislative council candidates made by the qualification review committee based on the opinions of the National Security Council shall not be subject to litigation.
The draft stipulates that the chief executive needs to be the composition of the qualification review committee and be filed with the central government.
