The president of the Tokyo Olympic Games Organizing Committee, Seiko Hashimoto, said that "a very tough decision has been made."
Hashimoto said that due to the pandemic, they have "no choice but to hold the Games on a limited basis."
Authorities continue to consider the possibility that events held outside of Tokyo, in areas not under the "state of emergency", may be held with spectators.
