US President Joe Biden made it clear today (Friday) in a phone call to Russian President Vladimir Putin that he expects to act against hackers operating from Russia against American organizations.

He further told Putin that the United States would reserve the right to respond against such attacks.

"I made it clear to him that the United States expects that when the hacker attack comes from his land, even though it is not state-sponsored, we expect him to act, and we give him enough information to act against whoever does it," Biden told reporters at the White House.

Asked if Russia would bear the brunt of the recent attacks, Biden replied "yes."

The conversation took place following a hacker attack on July 4, in which a group from Russia called "REvil" broke into a company in Florida that provides service to thousands of companies.

"President Biden has reiterated that the United States will take all necessary action to protect its people and its critical infrastructure in the face of this ongoing challenge," the White House said in a statement.

Another attack took place on Tuesday when Russian hackers broke into the Republican Party's servers in the United States through an external vendor, Bloomberg News quoted the two sources as saying.

The hackers were part of the APT29 group, known as the "friendly bear" and identified with Russia's foreign intelligence service.

The same group was linked to a hack into the Democratic Party's computers before the 2016 election and to SolarWinds software, which affected about 100 companies and nine federal offices in the United States.

"Russia will bear the consequences."

The Republican Party has denied that hackers were able to obtain information, after Microsoft investigated the hack into Sinks, its external vendor.

Republican National Conference chief of staff Richard Walters told the New York Times that "we were informed over the weekend that Sinks, an outside provider, had been hacked. We immediately blocked access to all Sinks accounts to our cloud."
