The government plans to arrange for district councilors to take the oath this month. It is reported that the district councillors who have been DQ will be recovered all their salaries and allowances since they took office, but those who resigned before DQ will not be pursued.

The Chief Secretary for Administration, Li Jiachao, did not respond to whether the news was true or not in a radio program today (10th).

Li Jiachao pointed out that a list of positive and negative behaviors has been written in the law. The government will consider each district council member in a comprehensive manner, and will also consider the words and deeds of the district councillors to judge whether the oath is sincere.

When asked how the district councils can function if a large number of district councilors resign or are DQ, he pointed out that the district councils are only one of the channels for consultation, and there are still other ways to consult the public.

Li Jiachao said on the business program "Political and Economic Saturday" that if district councilors meet the requirements for sincere support of the Basic Law and sincere allegiance to the Hong Kong Special Administrative Region, they will not be affected by the oath. He said that if district councilors disagree with the decision, they can defend themselves through legal procedures.

When asked whether 230 district councillors would be DQ, he did not respond.

Regarding the question of how the district councils can operate in the future, he pointed out that the district councils are consulting organizations, and the government still has other channels for consultation, including through district organizations, the media, and letters and e-mails received by officials.

Li Jiachao is also the chairman of the "Candidate Qualification Review Committee".
